Al ternate <br /> <br />-------------------------------------------------------------------------------- <br /> <br />MINUTES <br /> <br />-------------------------------------------------------------------------------- <br /> <br />8 August 11186 <br /> <br />The Board of Equalization convened at 9:15 A.M. with full Board and Board Secretary present, <br />Chairman Dalgleish had to continue participation in County Budget matters, so the <br />Board continued on scheduled hearings until his return. <br /> <br />BOE-86-030-LO{Parcel NO. <br />BOE-86-031-LO{Parcel NO. <br />BOE-86-032-LO{Parcel NO. <br /> <br />502-021-022 <br />602-352-014 <br />602-353-038 <br /> <br />72.98 A. <br />44.23 A. <br />40,98 A. <br /> <br />Oyster bed area <br />It II" <br /> <br />.. <br /> <br />.. <br /> <br />.. <br /> <br />The Petitioner (Virginia Holway) was not present at the hearings, The Board deter- <br />mined that the subject parcels are adjacent to each other; that the increase in valuation <br />of the combined 59 acres of oyster bed tidal lands increased from $32,000 in 1982 <br />to $79,095 in 1986 is far too great; that her firm holds a lease agreement which <br />produces an annual revenue of $3,175;and requested a reductianin valuation to $250 <br />per acre. The Assessor reported that these tax lots had previously been valued on <br />the basis of $10 per front footage in the past; that these parcels are now valued at <br />$500 per acre: and that other oyster bed a re...s on the canal were so valued this <br />year also. The Board agreed that other petitions on oyster breeding and growing areas <br />should be heard and inspections should be made prior to making any decision on the <br />petitions. <br /> <br />BOE-86-033-R{Petition NO. 999-800-307: Leona E. Gilmore appearing before the Board, <br />Presented testimony that this parcel (lot and House) was sold in 1980 in conjuction <br />with the sale of the Whistling Oyster Tavern to a partnership. This parcel was sold <br />for $80,000 on a separate contract, It was further pointed out that the home was <br />repossessed due to payment defaults in 1983; that is now difficult to resell the house <br />due to its proximity to the tavern and highway lOll and that a revenue of $300 per month <br />was received during the active period of the contract. The Assessor reported a current <br />recognition that the presence of the tavern and highway might depreciate the value; <br />that the house is currently valued at $37-38 per sq ft, (1200 sq ft.) and has a full <br />basement partialy finished; and that an adjustment to the improvement valuation might <br />be made after inspection. <br /> <br />BOE-86-034-A{Parcel NO,OOI-112-001: Robert A. Berg was not present for the hearing. <br />This parcel has an a.partment complex of 3 wood frame buldings which were built and <br />sold in 1979. Appraisals by brokers set the valuation at $800,000 - $100,000 below <br />the current valuation. The petitioner claims that annual income of $111,000 per year <br />produced a net loss of $9,330 in 1983 and $4,406 in 1984. The Assessor presented income <br />and expense analysis on this parcel and valuatim of three comparables; contend that <br />valuation should be $860 toi880,000 based on income approach and $86,000 based on <br />market approach; and recommends consideration of a valuation of $150,000 for land and <br />$170,000 for improvements, <br /> <br />BOE-86-035-LO{Parcel VO 021-184-003: Petitionef~Lawrence Delay and Jean Tenebaum were <br />not present for the hearing, The petition was read into the minutes disclosing that <br />this parcel of land in the Kilisut Reef Estates purchased in September 1985, for <br />$52,500 has 263 front feet of high-bank water front and that the valuation should thus <br />be set. The Assessor revealed that the property was originally sold in 1981 for <br />$65,000 (two years prior to the 1983 revaluation) and that it was resold for $52,00 <br />after default in September 1985 (Just prior to revaluation in 1986) <br /> <br />---- cant.... <br />
