<br />ATTACHMENT A <br />to Resolution No. 39-06 <br /> <br />JEFFERSON COUNTY RECORDS ACCESS POLICY <br />as Re-Adopted <br /> <br />SECTION 1.0 <br /> <br />SUBJECT <br /> <br />1.1 The Public Records Act provides that each agency shall adopt and enforce <br />reasonable rules and regulations to provide full public access to public records, to <br />protect public records from damage or disorganization, and to prevent excessive <br />interference with other essential functions of the agency. Such rules shall provide for <br />the fullest assistance to inquirers and the most timely possible action on requests for <br />information. <br /> <br />1.1.1 The Act defines "public record" to include any "writing containing information <br />relating to the conduct of government or the performance of any governmental <br />or proprietary function prepared, owned, used, or retained" by the agency. <br /> <br />SECTION 2.0 <br /> <br />PURPOSE <br /> <br />2.1 To establish a uniform, countywide policy for responding to requests for public records <br />under the provisions of the Washington State Public Disclosure Act (RCW 42.17). <br />This policy establishes the procedures Jefferson County will follow in order to provide <br />full access to public records, and provides information to persons wishing to request <br />access to the public records of Jefferson County. It also establishes processes for <br />both requesters and Jefferson County staff that are designed to best assist members <br />of the public in obtaining such access. <br /> <br />2.2 The Public Records Act (RCW 42.56) provides the public full access to information <br />concerning the conduct of government, mindful of individuals' privacy rights and the <br />desirability of the efficient administration of government. The act and these rules will <br />be interpreted in favor of disclosure. In carrying out its responsibilities under the act, <br />Jefferson County will be guided by the provisions of the act describing its purposes <br />and interpretation. <br /> <br />SECTION 3.0 AFFECTED PARTIES <br /> <br />3.1 All Jefferson County offices and departments, divisions and appointed advisory <br />boards or commissions, and their employees and representatives as these terms are <br />defined in Section 5 below. <br />
