Bragg <br />Milt Sanstrom, P.E. <br />Week of <br />November 8, 1982 <br />Chairman Brown called the meeting to order at 10:00 a.m. <br />Commissioners Mercer and O'Meara were present. <br />Hearing; Budget Establishment, Community Development'Block <br />Grant Application Preparation: Chairman Brown opened the hearing, <br />asking for comment. No one appeared to speak for or against the <br />budget, and the hearing was closed. Commissioner O'Meara made a <br />motion, seconded by Commissioner Mercer, to approve and sign Resolution <br />No. 135-82 appropriating $430.60 and establishing the budget. Unanimous. <br />Agreements, VFW Hall Rental: On the motion by Commissioner <br />Mercer, seconded by Commissioner O'Meara, agreements with Jo Yount and <br />Elaine Grimm for use of the premises for dance and exercise classes <br />were approved and signed. Unanimous. <br />Approval of Minutes: Commissioner Mercer seconded Commis- <br />sioner O'Meara's motion to approve and sign the minutes for the week <br />of November 1, 1982. Unanimous. <br />Hearing; Petition to Vacate; Alley in Phillips Addition: <br />The hearing was opened by Chairman Brown, and Rachel Nathanson reviewed <br />the request, responses from adjacent property owners and the Fire <br />Department, and the recommendation by the Planning Commission that the <br />petition be denied because there is no other access for emergency <br />vehicle use. The petitioner, Rodney Anderson, restated his position <br />that, since he owns lots on both sides of the alley, it is not needed. <br />Philip Akridge spoke against the vacation on the basis that vacating <br />the alley would limit access for emergency vehicles and to his property, <br />'hereby reducing the value of his property. No one else made comment, <br />and the hearing was closed. Following discussion, there was unanimous <br />approval of Commissioner O'Meara's motion to deny the vacation request, <br />which Commissioner Mercer seconded. <br />Hearing; Intent to Vacate; Portion of Otto Street-: Rachel <br />Nathanson made the presentation regarding responses to the proposal <br />and recommendations after Chairman Brown opened the hearing. No one <br />appeared to speak for or against the vacation, and the hearing was <br />closed. Commissioner Mercer moved to approve the vacation by signing <br />Resolution No. 136-82. Commissioner O'Meara seconded. Unanimous. <br />Hearing Notice; Contribution to Fair Toll Coalition: As <br />follow-up to the motion of last week, Commissioner O'Meara made a <br />motion to approve and sign Resolution No. 137-82 setting a hearing <br />date of November 22, 1982 at 11:30 a.m. to receive comment regarding <br />this proposed budget appropriation. Commissioner Mercer seconded the <br />motion. Unanimous. <br />Hearing; Petition to Vacate; Alley, Lots and Portion of <br />Ninth Street: Chairman Brown opened this hearing on the petition sub- <br />mitted by Mairles Jennings regarding specified areas in Junction City <br />Plat.
