Brown in the <br />presence of Commissioner B. G. Brown and Commissioner Larry W. Dennison. <br /> <br />Bonita Flagg, Bayshore Animal Shelter ~anHger re: Animal Welfare <br />Prograa Proposal: Bonita Flagg came before the Board to discuss the Animal <br />Welfare program proposed by the Bayshore Animal Shelter. She presented a <br />copy of the proposed program and reviewed it for the Board. The income <br />figures in the proposal do not reflect present income. They are projected <br />on increased fees. In December of 1988 $4,496.00 was received from licensing <br />in the County. $1,285.00 was received from impound and kennel fees in 1988 <br />in Jefferson County, and $611.00 was received in owner surrender fees. Some <br />of the projected fees decrease over time because it is hoped that the program <br />will decrease the level of need for some of these services. <br /> <br />Commissioner B. G. Brown stated that he has expressed most of his concern at <br />previous meetings with the City on this issue. He added that he worries <br />about increasing the fees on the second and third impound, especially for <br />County residents. Bonita Flagg advised that if County dogs are licensed, <br />they may never even be picked up because there will be a mechanism for <br />identifying, them which means their owner could be contacted to pick up the <br />animal. <br /> <br />Bonita Flagg added that there are more stray dogs redeemed by their owners <br />in the City because there are more dogs licensed in the City. More animals <br />from the County are destroyed because there is no way to identify who owns <br />them. She noted that this proposal can be changed to meet the needs of the <br />County. The City is also reviewing this program. In response to Commis- <br />sioner Dennison's inquiry about nuisance complaint, and how they are handled, <br />Bonita Flagg responded that she would provide the Board with the procedure <br />that is used to investigate complaints.
