Bragg <br /> <br />MINUTES <br /> <br />March 6, 1978 <br /> <br />10:00 a.m. Meeting called to order by Chairman Carroll Mercer with <br />all members present. <br /> <br />Del Graham, Transamerica Title Insurance Company re: tight <br />scheduling of time to check tax rolls in the Treasurer's Office. Mr. <br />Graham appeared to request more time for access to the computer read out. <br />His office has presently been scheduled from 3:00 p.m. to 3:30 p.m. He <br />requested an additional half hour time in the morning. The Board will <br />check with the Treasurer, Lillian Jacobsen and Linda Nutsford. <br /> <br />Release of escrow re: Richard F. Hughes and Connie J. Hughes. <br />Motion by Commissioner Brown, second by Commissioner O'Meara to sign a <br />letter authorizing Transamerica Title Insurance Company to release funds <br />from escrow for the purchase of real property for a Little League Park <br />in Quilcene. <br /> <br />BUSINESS FROM COUNTY DEPARTMENTS: <br /> <br />Planning re: 1) <br /> <br />Chimacum Valley Community Plan. Melissa Goehring <br />submitted to the Board a petition with approximately <br />180 signatures requesting that the County assist the <br />residents of that area in developing a community <br />plan for the West and Chimacum Valley area. Planner <br />Dave Cunningham stated that he presumes this plan <br />will go on the Planning Department's 1979 schedule. <br /> <br />2) Threshold Determination: Preliminary Plat of Eastview <br />Estates; Bernie Arthur. Proposed plat of Eastview <br />Estates, a subdivision of 37 acres of land into 29 <br />lots (19 residential and 10 commercial-industrial) <br />together with road, utilities and open spaces. <br />Bernie Arthur appeared. Planner Tom Aumock reported <br />the development will be served by city water and one <br />half of the development will be served by city <br />sewer. The Board reviewed the environmental checklist. <br />The County is the only agency of jurisdiction so <br />there is no requirement for a waiting period to make the <br />final declaration of non-significance. Motion by <br />Commissioner O'Meara, second by Commissioner Brown <br />for Chairman Mercer to sign a final declaration of <br />non-significance. <br /> <br />3) Preliminary Plat of Eastview Estates, Bernie Arthur, <br />a subdivision of 37 acres north of the Port Townsend <br />Crown Zellerbach Mill. Planner Tom Aumock reported <br />that all the necessary departments have signed the <br />preliminary plat. The Health Department recommends <br />approval subject to two conditions. Motion by <br />Commissioner Brown, second by Commissioner O'Meara to <br />approve subject to the two conditions. Unanimous. <br /> <br />4) Shoreline Management Permit; Evangelical Methodist <br />Church (a primary use). Since the project is for <br />primary use it does not need reviewing by the Planning <br />Commission. Therefore, the Planning Department <br />reviewed it and recommended approval subject to <br />two conditions.
