Bragg <br />Milt Sanstrom, P.E. <br /> <br />'M I NUT E S <br /> <br />Week of <br />May 10, 1982 <br /> <br />All members were present when Chairman Brown called the <br />meeting to order at 10:OOa.m. <br /> <br />Closing Courthouse Early, May 14, 1982: Commissioner O'Meara <br />made a motion to close the courthouse at 3:15 p.m. on that date so that <br />employees can attend the Rhododendron Festival kiddie parade. Com- <br />missioner Mercer seconded the motion. Commissioner Brown did not con- <br />cur and did not sign the official notice. <br /> <br />Hearing; Establishment of County Road: Chairman Brown opened <br />the hearing on making School House Road in Gardiner a County road. Don <br />Scott appeared in favor on behalf of Fire Protection District #5. No <br />one appeared to speak against. It was reported that all necessary <br />right-of-way has been acquired. Chairman Brown closed the hearing, <br />and Commissioner Mercer moved to approve establishing this County road <br />by signing Resolution No. 48-82. Commissioner O'Meara seconded the <br />motion. Unanimous. <br /> <br />Agreement; VFW Hall Use: Commissioner Mercer seconded the <br />motion by Commissioner O'Meara to approve and sign the agreement for <br />the premises to be used for the Rhododendron Flower Show. Unanimous. <br /> <br />Approval of Minutes: The minutes for the week of May 3, 1982 <br />were approved and signed as corrected by motion of Commissioner O'Meara, <br />seconded by Commissioner Mercer. Unanimous. <br /> <br />FPD #2 Problems with Computer Service: A letter from Adrienne <br />Moen expressed problems the Fire Protection District has in fitting <br />into the computer schedule for payment of bills. The Board will dis- <br />cuss this matter with the Auditor. <br /> <br />Appeal of Open Space Denial; Gregg Knowles: The Assessor <br />showed the Board, on a map, where the property in question is located, <br />and reviewed the reasons the Open Space Advisory Board recommended <br />denial, which were previously reported to Mr. Knowles in a letter <br />dated April 14, 1982. <br /> <br />Mr. Knowles pointed out that: l)In addition to the land he owns, he <br />leases additional land with an option to buy and his operation is <br />growing. 2)Since he uses all lots for agriculture, he feels he is <br />within the regulations regarding non-contiguous property divided by <br />a road. 3)Although he has not been able to install a well yet, he <br />does plan to do so and, in fact, has a permit on file. However, he <br />does have access, by agreement, to water and all the property will be <br />incorporated into the irrigation system. 4)The land is managed <br />intensively for maximum agriculture return. <br /> <br />There is some question as to jurisdiction, since this property is <br />platted and is within the City limits. It was also pointed out by the <br />Assessor that granting an open space designation shifts additional tax <br />burden to other property owners, and it is the assumption that granting <br />an open space application is to the public's benefit to have that <br /> <br />VOL 8 f~.GE . 0 969 <br />
