<br />ac: UCD <br /> <br />Ilfc¡fqq <br /> <br />BEFORE THE BOARD OF COUNTY COMMISSIONERS <br />IN AND FOR THE COUNTY OF JEFFERSON <br />STATE OF WASHINGTON <br /> <br />IN THE MATTER OF a resolution adopting amendments) <br />to the narrative text and goals and policies of the Land Use) <br />& Rural Element of the Jefferson County Comprehensive) <br />Plan (the Plan) relating to drainage, flooding and stonn- ) <br />water runoff; adopting a new Appendix "G" to the Plan ) <br />which contains a review of existing drainage, flooding and ) <br />stonnwater runoff conditions within the county and affected) <br />areas of adjacent jurisdictions; adopting amendments to the) <br />narrative text and tables of the Capital Facilities Element of) <br />the Plan to include a 20-year forecast of future needs and ) <br />proposed locations and capacities of new capital facilities; ) <br />directing the Department of Community Development to ) <br />prepare revised copies ofthe Plan incorporating the ) <br />amendments set forth in this resolution; and establishing an ) <br />effective date; all in a manner consistent with the ) <br />requirements ofthe Growth Management Act of 1990, as ) <br />amended (Chapter 36.70A RCW) and the Final Decision) <br />and Order of the Western Washington Growth Management) <br />Hearings Board in the case of Cotton Cm:poration v. ) <br />Jefferson County, No. 98-2-0017 (April 5, 1999). ) <br /> <br />RESOLUTION NO. 92",9.9 <br /> <br />FINDINGS <br /> <br />The Jefferson County Board of Commissioners finds as follows: <br /> <br />1. <br /> <br />After extensive public review and a recommendation from the Jefferson County <br />Planning Commission (the Planning Commission), the County's current <br />Comprehensive Plan (the Plan) was adopted by the Board of County Commissioners (the <br />Board) on August 28, 1998 (Resolution No. 72-98), to comply with the Growth <br />Management Act of 1990 (Chapter 36.70A RCW) (the GMA or Act), and to facilitate the <br />orderly and coordinated growth and development of the County. All findings, recitals and <br />other provisions of Resolution No. 72-98 are hereby adopted and incorporated herein by <br />this reference. <br /> <br />2. <br /> <br />Following adoption, the Plan was appealed to the Western Washington Growth <br />Management Hearings Board (Hearings Board) in Cotton Corporation vs. Jefferson County, <br />WWGMHB No. 98-2-0017, petitioners alleging noncompliance with the GMA on a variety <br />of grounds.
