My colleague Frank Espy & I participated on the Shoreline Policy Advisory Committee throughout the <br />drafting of the plan. We submitted comments to Jefferson County at the various stages of the plan but found that our <br />comments had no impact on the county process. I attach copies of those comments for your review. PTPC would like <br /> <br />the corrections made to the final plan. <br /> <br /> <br />I would also like to comment as an observer: <br /> <br />The plan as presented to you does not balance the needs of shoreline preservation with the concerns of the landowners. <br />It is my observation that the only time the county seemed to make changes to accommodate the concerns of shoreline <br />landowners was when the planning commission voted to amend the plan to allow for a less ambitious set back. Those <br />set backs matched the ones found in the City of Port Townsend approved SMP. These and other revisions by the planning <br />commission seemed a reasonable balance between the SMP advocates and the landowners whose property will be <br />impacted. It showed the system was working. Unfortunately, our county commissioners decided to throw out the more <br /> <br />balanced plan in favor of the one before you now. <br /> <br />The large turn out for Ecology's hearing was overwhelmingly against the plan before you. Please consider adopting the <br />balanced plan. It will protect the shorelines while acknowledging property owners' concerns. It is consistent with the <br /> <br />other local plan.
