<br />Health Board, July 20, 1983 <br />Page 2 <br /> <br />By statute, cities are required to have a Health Officer, although the <br />County Health Officer may serve the city, with the city reimbursing the <br />county on a percentage basis. SB3490 (Attachment 3) provides a mechanism <br />for determining appropriate contributions by cities. The County chose not <br />to charge the City of Port Townsend for the services of the Health Officer <br />until and unless it became necessary. It now appears necessary. Mr. Stuart <br />projects that the City's contribution, per SB3490, would be $31,000 to <br />$32,000 per year. <br /> <br />Commissioner Pitts seconded Commissioner O'Meara's motion to notify the <br />school districts and the City that the County will be charging for Health <br />Department services as specified. Unanimous. The Board will take care of <br />notification and negotiation, with the Health Department staff providing <br />assistance and computations. <br /> <br />PERSONNEL NEEDS; Environmental Health: Mr. Stuart reported that, due to <br />several tactors, John Hayes, the 3/~ time Environmental Health Specialist, <br />will likely terminate his contract soon. When this happens, the following <br />factors must be considered: <br /> <br />1. The Environmental Health work load is such that a part-time position is <br />not adequate. Work load requires at least one Specialist in addition to <br />Mr. Durant. <br /> <br />2. The elimination of site evaluations and extension of the permit period <br />would decrease the work load, possibly allowing Mr. Durant and one <br />full time Specialist to perform duties in a reasonably timely manner. <br /> <br />3. It is important to hire an experienced person in order to minimize the <br />training required. Since other counties pay a salary 15-20 percent <br />higher than Jefferson County, it will be difficult to compete for the <br />services of someone competent and experienced. If the Specialist <br />salary is raised to be competitive, it would be higher than the salaries <br />of other professionals (i.e., nurses) on the staff. <br /> <br />4. The current salary for a fulltime Specialist position is $15,900 plus <br />27 percent benefits. We are now paying $14,000 for a 3/5 position. <br /> <br />Following discussion, and on the motion by Commissioner Pitts, seconded by <br />Commissioner O'Meara and unanimously passed, it was determined that a <br />second fulltime Environmental Health Specialist position will be added, <br />eliminating the part-time position, with John Hayes being offered the full- <br />time position and, if he refuses, the job to be advertised as soon as <br />possible. <br /> <br />DELAYS IN ENVIRONMENTAL HEALTH SERVICES: Realtor Stan Johnston voiced <br />complaints about the length ot time involved in getting site evaluations <br />and/or septic permit approval, septic and water permit denials, and the <br />uncertainty of site evaluations. In response to Dr. Fischnaller, he <br />supported the elimination of site evaluations. It was noted that in order <br />to obtain a septic permit, the location of the proposed structure must be <br />known, and in cases where buyers/owners do not intend to build immediately, <br />the location of the proposed structure may not be determined. <br />
