I support the County’s proposed Shoreline
Management Plan (SMP) request that none of the restrictions be weakened.
Hood Canal has seen an alarming decline in health in recent years. We’ve all read about (and
experienced first hand) the decreasing salmon, bottom fish, and crab populations. Shore bird
populations are declining. Theories abound for the causes, but most point to shoreline development.
I feel that the county has included fair compromises to property owners and developers while trying to
protect the shoreline ecosystem. I am very concerned that any amendments to Jefferson County’s
proposed SMP would jeopardize the long term health of Hood Canal.
I feel that it is especially important to unambiguously prohibit mining and other industrial operations
on the County’s shoreline.
We have seen the result of weak regulation and enforcement; and it is not acceptable. I urge you to
approve Jefferson County SMP as proposed.

Thank you,

Deborah Russell

Cc: Jefferson County Commissioners
1
