0111 <br />LICENSE AG EMENT for THE HUMANE SOCIETY OF JEFFERSON COUNTY WA <br />for ANIMAL SHELTER OPERATIONS AND RELATED SERVICES <br />WHEREAS, Jefferson County owns and maintains an Animal.Shelter facility at 112 Critter <br />Lane, Port Townsend, Washington; and <br />WHEREAS, Jefferson County Code provides for dog and cat licensing, kennel licensing, <br />and animal shelter services in Jefferson County; and <br />WHEREAS, the Humane Society of Jefferson County WA is a 501(c)(3) non-profit <br />organization incorporated in Washington State and registered as a charitable organization with <br />the Washington Secretary of State for the purpose to "operate the Jefferson County animal <br />shelter and the adoption of abandoned and unwanted animals through providing food, shelter, <br />veterinary care, supplies, equipment, and shelter staffing;" and <br />WHEREAS, the Humane Society wishes to license the Animal Shelter facility and provide <br />on behalf of Jefferson County the daily Animal Shelter operations within the facility to <br />temporarily shelter, care for, and find suitable homes for companion animals, and provide for <br />the disposal of deceased animals at the shelter, and to act as a licensing agent for the County, <br />in 2014, 2015 and 2016, and potentially in additional years; and <br />WHEREAS, the Humane Society agrees to assume the cost of all utilities for the facility <br />during the license period; and <br />WHEREAS, to enhance the functionality and efficiency of the facility and the operations <br />therein, the Humane Society may wish to provide for improvements to the existing facility, and <br />may wish to provide for expansion of the facility, and the parties wish to annually review the <br />respective capital and financial capacities of the Humane Society and the County for this <br />purpose; and <br />WHEREAS, the Humane Society and County mutually recognize that assumption by the <br />Humane Society from the County of financial responsibility for some or all the costs of regular <br />maintenance and capital maintenance of the facility may better ensure the long term upkeep <br />and operability of the facility, and the parties wish to annually review the respective capital and <br />financial capacities of the Humane Society and the County for this purpose; and <br />WHEREAS, Jefferson County desires to support the transition of the cost of regular and <br />capital maintenance of the shelter to assure continued quality shelter services for the <br />community, while reducing its burden on County finances for other essential public services; <br />and <br />WHEREAS, the Humane Society and the County also wish to allow for Humane Society <br />operations of shelter and related services for companion animals from within the boundaries of <br />the City of Port Townsend, consistent with an Agreement for Animal Services executed <br />Animal Shelter License Agreement Page 1 of 19 <br />
