Zac,
Thank you for all of the informaƟon provided. With the acƟviƟes described even in the lower 1/3, a FP permit
is not required. I believe the parcel has already been converted so does not require FP permiƫng. Please
work with Jefferson County for their permiƫng needs.
Thanks again,

AŌernoon Levi,

Thanks for following up with us. Most of our project is occurring in that upper 2/3s that you highlighted. However, I
think we have a few buildings that may encroach into the lower 1/3. See aƩached demo mark up for reference.
What further info would you need if you need to complete a field assessment? Julie and Bob – cc’d – can coordinate site
access if needed.

Good morning Zac,
I did a remote review of parcel 901023007 and do not see any resource concerns that would require
addiƟonal protecƟon from typical Forest PracƟces (FP) rules. As for permiƫng, it appears that the listed
parcel and the one directly south had approved applicaƟons in the early 2000’s but the records have been
destroyed. Parcel 901023010 to the south lists as FPA2601458 - Class IV-G (conversion). This subject parcel
(23007) lists as FPA 2602132 - class II which is probably because it was renewed (all applicaƟon classes
approved as a renewal will default to a Class II). The short answer is I believe that this subject parcel was
converted in the early 2000’s. If development acƟviƟes are taking place in the northern/upper 2/3’s of this
parcel, a permit would not be required from FP because it does not meet the forestland definiƟon. I would
need to do a quick field assessment of lower 1/3 to determine if a permit is required for future acƟviƟes.
I have included a screenshot highlighƟng the general area that would not require a permit from FP. If you
wish to cut the trees south of the red outline, I would need to field assess for determining permiƫng needs.
Feel free to call if you have any further quesƟons,

Morning Levi,
Thanks for the call earlier. Could you let us know if our project will be subject to a Forest PracƟces ApplicaƟon as
indicated by Greg Ballard from Jefferson County DCD?
Some project info for you:
Parcel: 901023007
o Site is listed without a current address. It is situated near the corner of Mason Street and Cedar Avenue
in Port Hadlock, WA 98339 in Jefferson County
Project SOW: The Mason Street Neighborhood Project is a residenƟal subdivision project owned by Habitat for
Humanity of East Jefferson County. The Project proposes construcƟng 138 residenƟal lots – consisƟng of duplex,
4
fourplex, and group homes – with 148 dwelling units amongst supporƟng uƟliƟes, roadways, and open space
improvements. The Project area will be approximately 14.5-acres of development built over three phases.
The project will be clearing some trees from the site while preserving a large porƟon of the tree canopy along the
southern property boundary. I’ve included a composite site plan for the project and the arborist reports for
consideraƟon.
Let us know next steps based on your evaluaƟon of the project.
Thanks,
Zac Garrard, EIT
