Hi Mo-chi,
Thank you for the opportunity to review – generally everything looks to be in order, I just have two minor
comments:
Section 3.2 (Human Skeletal Remains), Step 5: If the remains are found to be non-forensic, the medical
examiner will directly inform the DAHP Physical Anthropologist rather than the Local Government
Archaeologist.
Contact #3 (DAHP Local Government Archaeologist) – Stephanie Jolivette has left this position, and we
will be onboarding a new Local Government Archaeologist next month. In the meantime, I can serve as
your interim contact since I am handling Jefferson County during this transition period, and we can
send you updated contact information if that changes once our new hire joins us.

Hi Mo-chi,
Thank you so much for sharing that report. From what I can tell, we had not yet received a copy for our
database and these reports are important for our review process.
In regards to the IDP, we are in the process of creating our own template, however, it is still undergoing
internal review within the agency – I can absolutely let you know when that is available for use. In the
meantime, Ecology has a pretty good version (you can find that here). I would just suggest that it be read and
filled out carefully, as some of the contact information throughout the document is Ecology-specific and will
need editing to reflect the lead agency and appropriate contacts for your project.

dated September 2024, with the application. Please find it attached.
Would the paragraph in Section 8.2 of the report be sufficient to meet the IDP requirement? If not, do you have an IDP

Thank you for contacting the DAHP regarding the above-referenced project. Because the project location is in
an area marked “High” or “Very High Risk” for encountering archaeology by our predictive model, we
recommend that an Inadvertent Discovery Plan (IDP) be created and kept on site prior to any ground
disturbance that might take place.

Dear Reviewer,
Jefferson County Department of Community Development has forwarded the attached application to you for review and
comment because your agency is responsible for determining compliance with state and federal requirements or may
otherwise be affected by the following proposal:
The Mason Street Neighborhood proposes a unit lot subdivision of approximately 136 affordable
homes for sale, offered as duplexes and fourplexes, alongside two adult family homes on a 17.12-acre property.
PUBLIC NOTICE OF TYPE III LAND USE APPLICATION (ATTACHED)
Location:
The subject property is located at 231 Mason Street, Port Hadlock, WA 98339, being within Section 2,
Township 29 North, Range 1 West, W.M., Jefferson County. The property is approximately 17.12 acres
in size and is referenced by Assessor’s Tax Parcel Number 901023007.
Comments must be received within fourteen (14) calendar days or by May 7, 2025. If no written response has been
received within fourteen (14) days, your agency will be presumed to have no comments. If necessary, the Unified
Development Code (UDC) administrator may grant an extension of time for comment. Please contact me at
