HomeMy WebLinkAboutMason St_Notice of Public Hearing and SEPA Threshold DeterminationJEFFERSON COUNTY NOTICE OF PUBLIC HEARING AND ISSUANCE OF SEPA THRESHOLD DETERMINATION SUB2025-00012 ISSUANCE DATE: June 18, 2025 NOTICE IS HEREBY GIVEN that the Jefferson County Hearing Examiner will hold a public hearing to review and receive comments on the Mason Street Neighborhood proposal, a Type III land use application for a unit lot subdivision. Jefferson County, as the lead agency under the State Environmental Policy Act (SEPA), has issued a Mitigated Determination of Non-Significance (MDNS) in accordance with SEPA regulations (Chapter 197-11 WAC) for the proposal. APPLICANT: Habitat for Humanity of East Jefferson County C/O Bob Collins or Julie Miles Po Box 658 Port Townsend, WA 98368 SITE ADDRESS AND PROJECT LOCATION: The subject property is located at 231 Mason Street, Port Hadlock, WA 98339, being within Section 2, Township 29 North, Range 1 West, W.M., Jefferson County. The property is approximately 17.12 acres in size and is referenced by Assessor’s Tax Parcel Number 901023007. PROJECT DESCRIPTION: The Mason Street Neighborhood proposal featuring 136 affordable homes for sale, offered as duplexes and fourplexes, alongside two adult family homes. The proposal includes the installation of utilities, roadways, and open space improvements. The development will be served by the Port Hadlock UGA Sewer System and the Quimper public water system (PUD No.1 of Jefferson County). The proposal is subject to the conditions required by Jefferson County Code (JCC) 18.19.150 for proposal located within the Irondale and Port Hadlock Urban Growth Area where a sewer is not yet available. The project is subject to the State Environmental Policy Act (SEPA). Jefferson County has determined that it is the SEPA lead agency for the above-described proposal. Based on this information Jefferson County has issued a MDNS under WAC 197-11-340(2) for this proposal. SEPA APPEALS: Pursuant to JCC 18.40.810, the applicant or other party of record may appeal to the Jefferson County Hearing Examiner within fourteen (14) calendar days of the issuance of the threshold determination. The SEPA appeal shall be considered together with the decision on the project application in a single, consolidated open record public hearing. Appeals must be filed with Jefferson County Department of Community Development by 4:30 P.M. on Tuesday, July 1, 2025. Appeals shall not be deemed complete without payment of applicable appeal fees, payable to the Jefferson County Department of Community Development.
