County Road No. 502009 WHEREAS, the planned reconstruction of Gardiner Beach Rd. will require temporary closure of Gardiner Beach Rd. between milepost 0.56 and milepost 0.69. WHEREAS, alternate routes are available to the motoring public, and WHEREAS,notice of closure will be published in the area newspaper, and provided by signage at the site not less than 3 days prior to closure, as required by law, and WHEREAS, Chapter 47.48 R.C.W. authorizes closures of roads, NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF JEFFERSON COUNTY,STATE OF WASHINGTON: Section 1. Whereas Clauses Adopted as Findings of Fact. The Jefferson County Board of Commissioners hereby adopts the above"Whereas" clauses as Findings of Fact. Section 2. Purpose. The purpose of this Resolution is to close Gardiner Beach Rd. between milepost 0.56 and milepost 0.69 to all traffic periodically for up to twelve(12)days between July 14, 2025 and October 3, 2025 during the Gardiner Beach Rd. boat ramp reconstruction project. Section 3.Adoption. Jefferson County Board of Commissioners hereby approves and adopts this Resolution. Section 4. Severability. If any section, subsection, sentence, clause,phrase of this resolution or its application to any person or circumstance is held invalid, the remainder of this resolution or its application to other persons or circumstances shall be fully valid and shall not be affected. Section 5. SEPA Categorical Exemption. This resolution is categorically exempt from the State Environmental Policy Act under WAC 197-11-800(19). Section 6. Effective Date. MP 0.56 to MP 0.69, County Road No. 502009 Statement of Issue: A planned reconstruction of a segment of Gardiner Beach Rd. will be best served by periodic road closures between July 14, 2025 and October 3, 2025. Analysis/Strategic Goals/Pro's& Con's: This joint project with the Port of Port Townsend includes elevating a segment of Gardiner Beach Road to accommodate the Port's reconstruction of the existing boat ramp. The County's contribution will be applied to county road reconstruction and resurfacing. This project is #13 on the 2024-2029 TIP (Transportation Improvement Program. The Port of Port Townsend and the Department of Public Works have determined that temporary road closures are appropriate for this project. The road would be closed periodically between milepost 0.56 and milepost 0.69 for up to 12 days between July 14, 2025 and October 3, 2025. Closure of Gardiner Beach Rd. will allow the work to be completed in a shorter time period, more safely, at lower cost, and will not significantly impact the travelling public and adjacent landowners. Given the location, availability of alternate routes, and advance warning to the public through signage and publication, road closure is recommended. Fiscal Impact/Cost Benefit Analysis: The Port of Port Townsend's estimate for construction is $800,000. The County's $50,000 contribution to the project will come from the Road Fund. Recommendation: The Board is requested to approve the temporary road closure resolution, and return a copy to Public Work.
