I, Larry Dean Richert, testify under penalty of perjury and the laws of the State of
Washington that following is true and correct to the best of my personal knowledge and
belief.
1. I am over eighteen years of age and competent to testify in this matter.
2. I have forty-five years in the construction industry and thirty-one years as a general
contractor in Jefferson county Washington. I have built numerous waterfront and
shoreline homes in Jefferson County. I am the general contractor for the Rathvons'
residential construction.
3. It is my understanding that Twana Way has previously served for residential
construction access. At this point,we have not determined that there is a need to alter
Twana Way. We have no plans to use the road for any construction purpose other
than how the road has been used in past.
