The application was reviewed by the Jefferson County Department of Community Development staff on October 29, 2003 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Heritage Points associated with Chimacum Creek, Critical Aquifer Recharge (SARPA& SUSC), near mineral lands, and stormwater. 2.) Jefferson County has determined that the use of certain properties for mineral resource extraction and processing activities is necessary to ensure resource availability in the County. The County will not consider to be a nuisance those inconveniences or discomforts arising from extraction and processing operations, if such operations are consistent with commonly acceped best management practices and comply with local, state, and federal laws. If your property is within five hundred (500)feet of property designated as Mineral Resource Land (MRL), you may be subject to inconveniences or discomforts arising from such operations, including but not limited to noise, tree removal, odors, fumes, dust, smoke, the operation of machinery, and the storage and disposal of aggegate products. One or more of the inconveniences described may occur as a result of extraction and processing operations which are in conformance with existing laws and regulations. 3.) The proposal is across Lopeman Road from Shold Excavating, which is operating on parcels 901112002 (adjacent), and parcel 901112012)approximately 650 feet to the southeast, which has the Mineral Lands Designation. 4.) The proposal is in an area designated heritage points (sculpin, cut throat, unidentified salmon, and trout) associated with Chimacum Creek. This proposal is located approximately 700 feet east of Chimacum Creek. Based on the nature of the proposal (MH) & proposed garage, that only minimal clearing of vegetation will take place, and that stormwater will not be concentrated, it was determined that the impact to fish habitat was minimal & the proposal was not routed to WA. State Fish & Wildlife. 5.) The consistency review was for BLD 03-632 was for the placement of a manufactured home, but also reviewed the impact of the placement of a garage for ESA, stormwater, and other requirements. Because plans were not submitted for the garage a separated building application is required. The revised proposal has the garage closer to the residence, which eliminates the need for the 75 foot walkway and the reduction of the driveway by approximately one third. This will reduce the amount of impervious surface and minimizes the disturbance of the site. The original size of the garage was 875 sq ft and the proposed garage is slightly smaller at 864 sq. ft. The revised site plan with the smaller garage being proposed closer to the residence does not impact the prior consistency review. 6.) Building permit application BLD 03-632 addressed the stormwater impacts of a manufacuted home and a proposed garage. The applicant is proposing to create or add 4,830 square feet of impervious surface and 7,786 square feet of land disturbing activities. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires that your proposal submit a stormwater plan for a Medium Project. The redesign of the proposal with the garage closer to the residence would decrease the amount of impervious surface because less driveway and walkways would be required. The previous Medium stormwater plan for BLD 03-632), which was approved on October 29, 2003 is still applicable for this proposal with the modified location of the garage. 7.) The project shall adhere to the Best Management Practices (BMPs)to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 8.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act (SEPA) pursuant to WAC 197-11-800(1)(b)(i). 9.) Outdoor residential storage shall be maintained in an orderly manner and shall create no fire, safety, health or sanitary hazard. 10.) Not more than two (2) unlice"ifsed or inoperable vehicles shall be stored orTany lot less than one-half acre unless totally screened from view of neighboring dwellings and rights-of-way. Such screening shall meet all applicable performance and development standards specific to the district in which the storage is kept, and shall be in keeping with the character of the area. Screening shall meet the requirements of Unified Development Code (UDC) Section 6. Outdoor storage of thirteen (13) or more unlicensed or inoperable vehicles is prohibited except in those districts where specified as an automobile wrecking yard or junk (or salvage)yard and allowed as a Permitted Use in Table 3-1 of the UDC, and such storage shall meet the requirements of UDC Section 4.10. In no case, shall any such unlicensed or inoperable vehiclesbe stored in an Environmentally Sensitive Area (ESA). 11.) This parcel is designated Rural Residential 1 dwelling unit per 10 acres by the Jefferson County Comprehensive Plan that was adopted on August 28, 1998. 12.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined as amount of impervious surface which includes roof tops, driveways, concrete, etc. 13.) The building height is not to exceed 35 feet. 14.) The front setback from Lopeman Road, a county road (528409), classified as a local access is 20 feet from the edge of the right-of-way. The side and rear setbacks are 5 feet from the property lines. 15.) Two off-street parking spaces are required, which should be met by the proposed garage. 16.) The site plan as submitted with the Building Permit Application (BLD 03-00784)on December 16, 2003 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated December 18, 2003 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 17.) This approval is for a 24 foot by 36 foot garage/pole building only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. The submittal shall include substitute pages that include all proposed changes, revised drawings showing any structural changes,and any other supporting information that explains and supports the reason for the change. Final Corrected Plan Submittal If the project included construction of conveyance systems,treatment facilities,flow control facilities,or structural source control BMPs (not standard on-site stormwater management BMPs),the applicant shall submit a final corrected plan ("as-builts")when the project is completed. "These should be engineering drawings (stamped by a licensed civil engineer) that accurately represent the project as constructed.
