In the Matter of Establishing a Jefferson
County Youth Commission RESOLUTION NO. 40-0707-25R
WHEREAS, on June 23, 2025, the Board of County Commissioners (BoCC) of Jefferson
County approved a motion to have the County Administrator bring forth a resolution establishing a
Youth Commission for Jefferson County; and
WHEREAS, establishing a Youth Commission in Jefferson County will help the County
achieve its 2024-2028 Strategic Plan, Thriving People, Objective 2., which is to: "Increase the
availability of youth-focused activities to offer more opportunities for youth to be engaged in
community life.";and
WHEREAS,establishing a Youth Commission will encourage youth participation in local
government,which is a high calling and will help develop civic awareness in the youth community;
and
WHEREAS, establishing a Youth Commission will provide the legislative body with
perspectives they might not otherwise be aware of; and
WHEREAS, establishing a Youth Commission may help to create a more involved body
of residents willing to engage in civic life to include taking part in local governance; and
WHEREAS, establishing a Youth Commission may help to create opportunities for local
youth to share their concerns and ideas about how to make Jefferson County the most welcoming
and enriching community in which youth can thrive;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF JEFFERSON COUNTY,STATE OF WASHINGTON:
Section 1. Whereas Clauses Adopted as Findings of Fact. The Jefferson County Board of
Commissioners hereby adopts the above"Whereas"clauses as Findings of Fact.
Section 2. Purpose. The BoCC hereby establishes a Jefferson County Youth Commission.
Section 3. Establishment documents. The County Administrator, working with volunteers,
will bring forward establishing documents for BoCC consideration once this resolution is
approved.
Section 4. Inclusive participation. The County Administrator shall ensure that the
establishment effort is inclusive, so as to afford the opportunity to all potentially interested
parties to participate, including local school districts, City of Port Townsend, and youth
focused organizations in Jefferson County.
Section 5. Severability. If any section, subsection, sentence, clause, or phrase of this resolution or
its application to any person or circumstance is held invalid,the remainder of this resolution or its
application to other persons or circumstances shall be fully valid and shall not be affected.
Section 6. Effective Date. This resolution is effective upon adoption.
Section 7. SEPA Categorical Exemption. This resolution is categorically exempt from the State
Environmental Policy Act under WAC 197-11-800(19).

RE: Resolution: Establishing a Jefferson County Youth Commission
STATEMENT OF ISSUE:
On June 23, 2025,the Board of County Commissioners was briefed on the idea of establishing a
Jefferson County Youth Commission. Following the briefing the Board directed the then county
administrator, Mark McCauley, to bring forth a resolution establishing such a commission.
ANALYSIS:
The attached resolution meets the Board's intent.
FISCAL IMPACT:
None.
RECOMMENDATION:
Approve the attached resolution.
