PC MEETING MINUTES
JEFFERSON COUNTY PLANNING COMMISSION
Regular Meeting – July 2nd, 2025, 05:30 p.m.
WSU Jefferson County Extension Classroom
97 Oak Bay Rd, Port Hadlock, WA 98339 (Hybrid)
1. CALL TO ORDER AND ROLL CALL: Chair Sircely called the meeting to order at 5:32 p.m.

2. APPROVAL AND ADOPTION OF THE AGENDA: Agenda was approved by acclimation.
3. APPROVAL OF MINUTES: Commissioner Koan moved to approve June 4th, 2025 meeting
minutes. Commissioner Sircely seconded the motion which carried by a unanimous vote.
GENERAL UPDATES
4. PLANNING COMMISSION UPDATES:
a. Commissioner Vacancies-discussion of procedure of appointment
b. Commissioner Koan reports internet will be updated at WSU
5. DCD STAFF UPDATES:
a. Joel provided the update about location of public comments in Laserfiche
i. Commissioner Sircely notes that video recordings of meetings freezes when
playing them in Laserfiche. Proposes audio only uploads for accessibility.
b. Joel reports that any unfinished business from today’s meeting will be addressed at
our next regular meeting on July 16th, 2025.
i. Commissioner Sircely proposes a marathon session for edits to comp plan
Elements.
ii. Commissioner Koan addresses concerns that we may need a Special Meeting to
cover remaining elements from today’s Comp Plan review. Requests to decide
on need for Special Meeting at the end of meeting today.
iii. Commissioner Sircely and Joel respond to Commissioner Koan’s concerns and
propose that any elements not addressed today be covered at next regular
meeting.

REGULAR BUSINESS
8. 2025 COMPREHENSION PLAN UPDATE:
a. Housing
i. Joel provides updates on housing element and invites comments.
1. Commissioner Sircely recommends change to page 3-15 in yellow to
“Underhoused households….” Removing everything ahead of the quotes.
a. Voted to amend this section by acclimation
2. Commissioner Sircely notes page 3-20 top paragraph second sentence,
comma needs to be replaced with period.
3. Commissioner Sircely recommends adding a table indicating avg income
rise and fall with exhibit 3-9.
4. Commissioner Sircely recommends removal of photo on page 3-14
b. Commissioner Sircely will take a local photo to replace this
generic photo.
5. Commissioner Koan and Commissioner propose changes to verbiage and
punctuation to last paragraph.
6. Commissioner Koan presents concerns about data presented on
employment numbers on page 3-28. Number of workers in county seems to
low compared to population.
7. Commissioner Sircely expresses concerns about data presented in bullet
point 2 on page 3-29
8. Commissioner Sircely recommends change to first sentence on Future Need
& Our Housing Plan to “We regard housing as a basic human right”.
9. Commissioner Koan presents concerns about exhibit 3-11 on page 3-31 in
regard to beds lost.
10. Commissioner Sircely recommends added summary sentence to 3.3 Future
Need & Housing Plan. Verbiage recorded by Joel.
11. Commissioner Sircely makes suggestions to change verbiage on last
sentence of first paragraph on page 3-39.
9. PUBLIC COMMENT:
a. Public comment from Marla Powers from Port Gamble S’Klallam Tribe. Marla
recommends incorporating ADU’s into UG as opposed to RR 1-5, RR 1-10, and RR 1-20.
They express concerns over doubling density on lots as it increases transportation needs
and can increase the potential for issues with septic, wells and streams. (@2:03:55)

• At this time Commisioner Koan and Commissioner Sircely express there will be a need for a
Special Meeting as Housing is yet to be completed and there are an additional 5 Elements to be
discussed.
• Joel responds that DCD will schedule the special meeting for July 9th, 2025.
NOTICE OF ADJOURNMENT: Acting Chair Matt Sircely adjourned the meeting at 07:46 p.m.
until the next regular meeting or special meeting as properly noticed.
The next Planning Commission meeting will be a Special Meeting and is scheduled for 2025-07-02 at
5:30.
