My name is Mary Busek-Riley, and I am a trustee on an HOA board in Jefferson County. I am writing to you on behalf of my HOA board as we need assistance dealing with a nuisance property that involves a makeshift septic system, hoarding of cats, and multiple rental RVs without proper septic systems (possibly too many per the lot limits as well). All these issues have been brought to our board by multiple people, and they have spoken with people at the county as well. The property owner is Michelle Wolf at 151 Kelly Road and seems to be renting out spots for people to live in their RVs. (There are 3 or 4 RVs permanently there with people living in them.) As far as we can tell there is no working septic system of any sort. It appears that they have bult a makeshift, above-ground, “septic” spot in which they are dumping human waste. The health department has been out there previously. From what we know, this is still an issue and affects our community. Not to mention the unpermitted housing she is providing. The next issue is the hoarding of cats by Kathy Almaden who is living on property. Last year she was caught with more than 150 cats, and I believe you all were able to seize the cats, but unable to prosecute her. She is at it again and has admitted to having more than 60 and breeding them, but many neighbors are sure there are more. The cats are completely feral, using neighboring properties as a litter box, spraying all over neighbor’s property and vehicles. One board member went by and within 2 minutes of sitting by the road counted 30 cats that he could see. Many neighbors have confronted her and are told to just hit the cats with a hose and shoo them off. We have sent emails to Erik Allen (animal control), and he has stated it may take longer to do something due to the charges not sticking last year. Basically, he wants a tight-sealed case against her. We currently have a lien on Michelle Wolf’s property due to her not paying dues and are working on foreclosing. We are sending her a letter discussing the nuisance issues described here but as an HOA board we do not have a lot to stand on, legally speaking. We are humbly asking your attention and assistance in these matters and offering you whatever help we can. This situation must stop and hopefully we can work together for the health and wellness of our community. Thank you for your time. Mary Busek-Riley
