All shifts are now fully staffed by residents with lived experience—5 residents hired and trained as Monitors. Resident Empowerment: Residents now hold on-site twelve-step meetings, access the OlyCAP Conference Room during renovations, and have a direct line to management. Resident Council: A new council meets monthly with leadership to set site priorities—leading to sanitation building funding and PUD building renovation plans. Facility Upgrades: Improvements include mail service, internet, increased waste disposal, a dog waste station, sanitation facilities (showers/bathrooms), and planned communal food prep area and meeting spaces. Shelter Status: Previously classified as “unsheltered,” the site will meet “sheltered” status after kitchen completion (expected by July 2025). Enhanced Services: Staff training in Coordinated Entry, expanded case management, and increased benefits access. Plans for more training in housing and benefits navigation. Meet Terry Terry started as a Resident of Caswell Brown when it was camping and safe parking at the Fairgrounds. Certified De-escalation Instructor Provides Coordinated Entry services on site at CBV Pursuing certification in Motivational Interviewing Manages Sequim Warming Center Oversees staff at the Safe Parking program (in partnership with Sequim Trinity United Methodist Church) Will manage the new overnight shelter at Mill Road, opening in 2025 In Terry’s words Looking Forward In FY 2026, If awarded, OlyCAP plans to utilize CDBG funds of $103,000 (minus County Admin percentage) to support Housing Department operations.
