FIRST DECLARATION OF
ROBERT CARSON
I, ROBERT CARSON, hereby declare as follows:
1. I am over the age of 18 years, competent to be a witness herein, and make this
declaration based upon my personal knowledge.
2. I am the owner of Rock Island Shellfish.
3. Rock Island Shellfish filed a shoreline substantial development permit (“SDP”)
application with Jefferson County Department of Community Development (“DCD”) to
install and operate an oyster farm on privately-owned tidelands associated with parcel
numbers 965100009, 965100010, and 965100011 (“Property”).

4. After the SDP application was determined complete, Jefferson County prepared a
notice of application notice board for placement at the Property. I picked up the notice
board and installed it at the Property pursuant to Jefferson County’s instructions on
Tuesday, July 9, 2024. A photograph of the notice board, taken by me on July 9, 2024, at
the Property, is attached as Exhibit A to this declaration.
5.Shortly after I installed the notice board at the Property, DCD personnel visited
the Property while I was present at it and confirmed that the notice board was properly
posted.
I hereby declare under penalty of perjury under the laws of the State of
Washington that the foregoing is true and correct to the best of my knowledge.
