I, DONNA FROSTHOLM, hereby declare as follows:
1. I am over the age of 18 years, competent to be a witness herein, and make this
declaration based upon my personal knowledge.
2.I am the Associate Planner – Lead/Wetland Specialist for Jefferson County, Washington.
3.I have been employed with Jefferson County for 19 years, since March 2006.
4.Before joining Jefferson County, I worked for a consulting firm that had contracts with
various jurisdictions for environmental consulting services in the Seattle-King County area. In

that capacity, I provided guidance to local jurisdictions for development proposals with wetland
and shoreline issues.
5.Overall, I have a total of about 37 years of experience as a wetland biologist. I have a
Bachelor’s of Science in Biology from Oregon State University.
6. In this above referenced matter, the application was received by Jefferson County on
June 3, 2024.
7. In this case, I had previously completed a pre-application meeting and had familiarity
with the project. As such, the matter was assigned to me.
8. Pursuant to Chapters 18.25 and 18.40 JCC, I issued a Notice of Application with State
Environmental Policy Act (SEPA) Review, consistent with mailing, publication, and posting
requirements. Attached are the following Exhibits:
Exhibit A: DCD’s Notice of Application Packet;
Exhibit B: Affidavit of Posting; and,
Exhibit C: Affidavit of Publication from The Port Townsend & Jefferson County
Leader (July 10, 2024).
9.My Staff Report will also summarize the application notices and timelines. This has not
been finalized yet, but will be done by the deadline set by the Hearing Examiner (August 5,
2025) at the Pre-Hearing Conference.
10. During the 30-day comment period for the Notice of Application, DCD did not receive
any comments from the Appellants – neither Marilyn Showalter nor Jan Wold submitted
comments during this timeframe.
I hereby declare under penalty of perjury under the laws of the State of Washington that
the foregoing is true and correct to the best of my knowledge.
