1.) The application was reviewed by the Jefferson County Department of Community
Development staff on March 25, 2004 for the potential presence of Environmentally
Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC).
After an initial Geographic Information Systems mapping review and an investigative site
inspection, the following ESAs were confirmed to be present on the subject property:
Osprey.
2.) The project shall adhere to the Best Management Practices (BMPs)to control stormwater,
erosion and sediment during construction. BMPs shall address permanent measures to
stabilize soil exposed during construction, and in the design and operation of stormwater
and drainage control systems.
3.) The applicant is proposing to create or add 2657 square feet of impervious surface and
3577 square feet of land disturbing activities.
4.) Jefferson County determined that this proposal is categorically exempt from review under
the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i).
5.) Outdoor residential storage shall be maintained in an orderly manner and shall create no
fire, safety, health or sanitary hazard.
6.) Not more than two (2) unlicensed or inoperable vehicles shall be stored on any lot less
than one-half acre unless totally screened from view of neighboring dwellings and
rights-of-way. Such screening shall meet all applicable performance and development
standards specific to the district in which the storage is kept, and shall be in keeping with
the character of the area. Screening shall meet the requirements of Unified Development
Code (UDC) Section 6. Outdoor storage of thirteen (13) or more unlicensed or inoperable
vehicles is prohibited except in those districts where specified as an automobile wrecking
yard or junk (or salvage)yard and allowed as a Permitted Use in Table 3-1 of the UDC,
and such storage shall meet the requirements of UDC Section 4.10. In no case, shall any
such unlicensed or inoperable vehiclesbe stored in an Environmentally Sensitive Area
(ESA).
7.) Maximum lot coverage is not to exceed 45%. Lot coverage is defined as amount of
impervious surface which includes roof tops, driveways, concrete, etc.
8.) The building height is not to exceed 35 feet.
9.) Minimum setback from Camano Lane right-of-way shall be 20 feet. Minimum side and
rear yard setbacks shall be 5 feet.
10.) Exterior lighting for residential uses shall not exceed twenty feet (20') in height from the
finished grade, excepting when such lighting is an integral part of a building or structure.
Ground level lighting is encouraged.
11.) Lighting fixtures shall be designed and hooded to prevent the light source from being
directly visible from outside the boundaries of the property. The intensity or brightness of
all lighting, during construction and after project completion shall not adversely affect the
use of surrounding properties or adjoining rights-of-way.
12.) A minimum of two (2) on-site parking spaces shall be provided for the single family
residence.
13.) Per MPR Code Section 3.107, Accessory Dwelling Units (ADU's)shall not be allowed in
the MPR-SF zone.
14.) The site plan as submitted with the single family residence building permit application on
March 18, 2004 has been reviewed for consistency under the UDC, and has been
approved by Jefferson County Department of Community Development. Any
modifications, changes, and/or additions to the stamped, approved site plan dated March
25, 2004 shall be resubmitted for review and approval by Jefferson County Department of
Community Development.
15.) This approval is for a single family residence with attached garage and decks only. Any
future permits on this site are subject to review for consistency with applicable codes and
ordinances and does not preclude review and conditions which may be placed on future
permits.
16.) Per email dated March 2, 2004 from Jeff Davis, WDFW wildlife biologist, Osprey are no
longer a priority habitat species.
17.) The lot is served by Port Ludlow water and sewer.
18.) The road approach permit(RAP04-0057)will be issued with the building permit.
19.) An address of 70 Camano Lam, Port Ludlow has been assigned to the lotamano Lane
is a county local access road (C511009).
20.) The lot has been designated as MPR SF-4:1 under the Jefferson County Comprehensive
Land Use Map effective August 28, 1998.
21.) The lot was created through the Port Ludlow No. 2 Area 2 subdivision on May 19, 1969
under AFN 200294.
22.) Applicant/developer shall comply with the Erosion Control Notes and Stabilization Notes of
the site plan as prepared by MacLearnsberry Engineering.

WEATHER; (2) ROCK STABILIZATION MAY BE UNNECESSARY WHERE SOIL$ ON SITE ARE
GRAVELLY; (3) A 6-INCH DEPTH OF 2" - 4" CRUSHED ROCK, GRAVEL BASE, OR CRUSHED
SURFACING BASE COURSE $HALL BE APPLIED IMMEDIATELY AFTER GRADING OR THE
COMPLETION OF UTILITY INSTALLATION WITHIN THE RIGHT-OF-WAY. A 3-INCH COURSE OF
ASPHALT TREATED BASE (ATM) MAY BE USED INSTEAD OF THE CRUSHED ROCK.
PROCEEDURE: (1) WHERE FEASIBLE, ALTERNATIVE ROUTES SHOULD BE MADE FOR
CONSTRUCTION TRAFFIC; ONE FOR USE IN DRY CONDITION, THE OTHER FOR WET CONDITIONS
WHICH INCORPORATES THE MEASURE LISTED BELOW; (2) TEMPORARY ROADS $HOULD
FQLI,OW THE CONTOUR OF THE NATURAL TERRAIN TO THE EXTENT POSSIBLE. SLOPE SHOULD
NOT EXCEED 15 PERCENT. ROADWAYS SHOULD BE CAREFULLY GRADED TO DRAIN
TRANSVERSELY. PROVIDE DRAINAGE SWALES ON EACH SIDE OF THE ROADWAY IN THE CASE
OF A CROWNED SECTION, OR ONE SIDE IN THE CASE OF A SUPER ELEVATED SECTION. (3)

MAINTENANCE: INSPECT STABILIZED AREAS REGULARLY, ESPECIALLY AFTER LARGE STORM
EVENTS. ADD CRUSHED ROCK IF NECESSARY AND RE -STABILIZE ANY AREAS FOUND TO BE
ERODING.
CONTROL MEASURE: DUST CONTROL.
PURPOSE: PREVENTS SURFACE AND AIR MOVEMENT OF DUST FROM EXPOSED SOIL SURFACES.
DESIGN CRITERIA/SPECIFICATIONS: (1) MINIMIZE THE PERIOD OF $OIL EXPOSURE THROUGH
USE OF TEMPORARY GROUND COVER AND OTHER TEMPORARY STABILIZATION PRACTICES. (SEE
BARE GROUND BMP'S) (2) SITE SHOULD BE SPRINKLED WITH WATER UNTIL SURFACE IS WET.
REPEAT AS NEEDED, TO PREVENT CARRYOUT OF MUD ONTO STREET, REFER TO STABILIZED
CONSTRUCTION ENTRANCE BMP IN THIS SECTION. (3) SPRAY EXPOSED SOIL AREAS WITH AN
APPROPRIATE DUST PALLIATIVE. NOTE: OIL: IS PROHIBITED FOR USE AS A PALLIATIVE.
CONTROL MEASURE: LIMIT CLEARING OF SITE.
PURPOSE: REDUCES LIKELIHOOD OF, OR EXTENT OF, TURBIDITY IN DOWNSTREAM
STORMWATER BY MINIMIZING THE SOURCE OF SILT PICKED UP ON SURFACE RUNOFF.
DESIGN CRITERIA/SPECIFICATIONS: CLEARING SHOULD BE LIMITED TO THE MINIMUM AREA
NECESSARY TO PERFORM WORK AND IMMEDIATELY REVEGETATE CLEARED AREAS. WHEN
POSSIBLE, CONSTRUCTION SHOULD BE PLANNED IN STAGES, AND ONLY THE STAGE BEING
WORKED ON SHOULD BE CLEARED. ONCE WORK IS COMPLETED, A GIVEN STAGE OF
CONSTRUCTION SHOULD BE IMMEDIATELY REVEGETATED OR OTHERWISE STABILIZED.
CONTROL MEASURE: COVER AREAS LEFT UNWORKED FOR MORE THAN 48 HOURS.

WEATHER, ALL PROJECT -DISTURBED SOIL AREAS THAT ARE TO BE LEFT UNWORKED FOR MORE
THAN 48 HOURS SHOULD BE COVERED BY MULCH, SODDING, OR PLASTIC COVERING. THIS
PROCEDURE IS BASED ON THE INCREASED POTENTIAL FOR, AND CONSEQUENCES OF, FAILURE
OF EROSION AND SEDIMENTATION CONTROL STRUCTURES DURING THIS PERIOD OF HIGH
PRECIPITATION AND THE ASSUMPTION THAT AREAS NOT BEING WORKED ARE LIKELY TO BE
LEFT UNATTENDED.

SHOULD BE USED ON SLOPES STEEPER THAN 2:1; (4) WOOD FIBER CELLULOSE BLANKET ARE

MATERIALS: (1) HAY OR STRAW: USE STRAW WHERE MULCH EFFECT IS TO BE MAINTAINED

MATERIAL; GOOD FOR EROSION CONTROL IN CRITICAL AREAS. ANCHOR BY CRIMPING, DISCING,
ROLLING OR PUNCHING INTO SOIL, COVERING WITH NETTING, SPRAYING WITH A CHEMICAL OR
FIBER BINDER OR BY KEEPING MOIST, (2) WOOD FIBER CELLULOSE (PARTLY -DIGESTED WOOD
FIBERS): WHEN USED FOR EROSION CONTROL ON CRITICAL AREAS, THE APPLICATION RATE
SHOULD BE DOUBLED. APPLY WITH HYDROMULCHER. NO TIE DOWN IS REQUIRED. PACKAGED
IN 100-LB BAGS. NOT RECOMMENDED FOR HIGHLY ERODIBLE SOIL$ IN HOT WEATHER; . (3)

COVERING SHOULD BE INSTALLED AND MAINTAINED TIGHTLY IN PLACE BY USING SANDBAGS
OR TIRES ON ROPES WITH A MAXIMUM 10 FOOT GRID SPACING IN ALL DIRECTIONS. ALL SEAMS
