In his State of the Union address on December 3, 1929, President Herbert Hoover apprised Congress, "The administration of all laws concerning the veterans and their dependents has been upon the basis of dealing generously, humanely, and justly… I am convinced that we will gain in efficiency, economy, and more uniform administration and better definition of national policies if the Pension Bureau, the National Home for Volunteer Soldiers, and the Veterans’ Bureau are brought together under a single agency." More than an administrative shuffle, it was a clear message that caring for those who served mattered, even in times of national hardship. A leader at the helm With the new VA came a familiar face. Brig. Gen. Frank T. Hines would go on to serve longer than any VA leader in history, guiding the organization through its early years. By July 1, 1931, the Veterans Administration was operating in full force. More than 15 million Americans returned from service, and nearly 700,000 of them were wounded. Meeting their needs required action. To manage the surge in claims and care needs, VA leadership under Gen. Omar Bradley ramped up staffing. VA Central Office grew from around 17,000 employees to over 22,000. The field staff directly supporting Veterans nearly doubled, from 55,000 to over 96,000 employees. Hospital capacity more than doubled, too, with 125 VA hospitals by the time Bradley left VA. Adapting through the decades The Korean War in the 1950s brought another wave of Veterans. By 1952, VA’s workforce had expanded to more than 160,000 employees across hospitals, regional offices, and field stations nationwide. In 1953, the organization restructured its services to better meet Veterans’ needs, evolving into today’s Veterans Health Administration and Veterans Benefits Administration. Medical innovation flourished in the 1960s. Responsibility for 82 national cemeteries was transferred from the Army to VA, combining with 21 existing VA cemeteries to create a national cemetery system. It would become VA’s National Cemetery Administration in 1998. From administration to cabinet After 58 years, VA underwent another big change. On the eve of Veterans Day in 1987, President Ronald W. Reagan delivered a surprise announcement to the leaders of the Veterans organizations and members of the Congressional Veterans Affairs Committees he had summoned to the Cabinet Room. He declared he would support legislation elevating the Veterans Administration to a cabinet department. On October 21, 1988 the Department of Veterans Affairs Act finally reached the president for his signature. On January 20, 1989, the day he was inaugurated as the 41st president of the United States, George H. W. Bush named Edward J. Derwinski, a World War II Veteran, twelve-term Congressman, and final head of the Veterans Administration, to lead the department. President Bush praised the establishment of the new Department, stating, "There is only one place for the Veterans of America: in the Cabinet Room, at the table with the President of the United States of America." The transition took effect on March 15, 1989, leading to administrative changes at all levels. Secretary Derwinski decided to maintain the “VA” name for the new department." VA's mission is to serve America’s Veterans and their families with dignity and compassion and be their principal advocate in ensuring that they receive medical care, benefits, social support, and lasting memorials. The mission of NW MIRECC is to improve the quality of life and function of Veterans by developing, evaluating, and promoting the implementation of effective treatments for Posttraumatic Stress Disorder (PTSD) and its complex comorbidities. PTSD comorbidities include the behavioral consequences of repetitive blast mild Traumatic Brain Injury (mTBI), Substance Use Disorder (SUD), chronic pain (in particular, post-concussive headaches), cognitive impairment, and increased risk for neurodegenerative disorders (chronic traumatic encephalopathy [CTE] and Alzheimer’s disease [AD]).
