Hi Donna,
Thank you again for your email. Yes, Rock Island Shellfish would like to proceed with limiting the authorized substantial
development under this application to that below ordinary high water mark (OHWM). While there would be operational
efficiencies with utilizing the upland containers and trailer as part of this operation, Rock Island Shellfish will make
alternative arrangements for meeting any needs, including contracting or otherwise coordinating with other growers
and/or processors in the Hood Canal/Puget Sound region. No new development within Jefferson County would be
undertaken as part of such contracting or coordinating.
The activities and structures used for Rock Island Shellfish's located below OHWM are fully described and analyzed in
prior submittals, including the DARPA, SEPA Checklist, Habitat Report, Habitat Management Plan, and Code Consistency
Analysis. Site plans and drawings illustrating development below OHWM are also included within these reports (e.g.,
Figure 1 in the Code Consistency Analysis, Figures 2 and 3 in the Habitat Management Plan, etc.).

Jesse,
This email follows up on our phone call earlier this week about the Rock Island Shellfish aquaculture application. During
that phone call, you reiterated that Bob Carson would like move forward with permitting and that it may be possible to
operate the shellfish farm without an upland location. It is my understanding that you are working on an updated
project description for the proposal that addresses how all work will be conducted below ordinary high water mark
(OHWM). Assuming the submittal demonstrates that no area landward of OHWM would be needed to operate the
shellfish farm, Department of Community Development would not include a recommended condition (in the staff report
to the hearing examiner) that would require the applicant to obtain a permit for aquaculture use of upland areas prior to
initiating any work on the aquaculture operation.
Please be advised that if the area landward of OHWM is no longer needed to support the shellfish farm, the county will
require Mr. Carson to address the unpermitted development on the parcels.
As noted above, it is my understanding that you will be sending in an updated description of the proposal, possibly as
soon as the end of this week.
