RE: Courthouse Elevator Modernization
STATEMENT OF ISSUE: The Jefferson County Courthouse Elevator is close to the end of
it expected mechanical life. Replacement parts for the existing control system are difficult to
find, and the elevator requires upgrades to comply with the current seismic code. This project
will address seismic code compliance and improve the reliability of fire and life safety
systems, reduce energy consumption, and prevent unexpected down time waiting for hard-to-
find parts.
ANALYSIS: On June 20, 2024, Central Services received a bid for$396,509.70 but were
unable to move forward due to a bidding process error. After correcting the process and
revising the bid, ads were noticed in the Port Townsend Leader and Seattle Daily Journal of
Commerce. Bids opened 5/21/25 and closed 2pm 6/16/25. We received a single bid from Apex
Mechanical totaling $811,593.00 which exceeded the project estimate of$450,000.00.
Central Services has continued to work towards finding additional resources to address the
Elevator Modernization project. Recently, a new vendor has been located through the state
contract system. Central Services has met with representatives from potential vendors to
determine their capabilities in support the type of work needed to modernize the elevator.
FISCAL IMPACT: $811,593.00 to be taken from Construction and Renovation fund 301 if
the County moves forward with the bid.
RECOMMENDATION: We recommend rejecting the bid due to the cost of$811,593.00
and pursuing alternate solutions through state contracts pertaining to elevator modernization.
