Analysis/Strategic Goals/Pro's & Con's: Remove the fish passage barrier and improve county road infrastructure by replacing a pair of side-by-side culverts at Center Road milepost 3.23 (Chimacum Creek) with a new bridge or concrete box culvert. Public Works has secured funding for the design phase of this project through a grant from the Brian Abbott Fish Barrier Removal Board (FBRB) via the Washington State Recreation and Conservation Office (RCO), and a second grant through the U.S. Fish and Wildlife Service National Fish Passage Program (NFPP). The project design will be used to apply for funding to complete project construction. Fiscal Impact/Cost Benefit Analysis: Preliminary and final design of the project will be funded at 85% by the RCO/FBRB and 15% by the NFPP. The County Road fund will provide $25,000 for right-of-way acquisition. Recommendation: The Board is requested to sign one original of the Resolution to Create County Project. Reviewed By: 7fr3/ c Jos Peters, County Administrator Date STATE OF WASHINGTON COUNTY OF JEFFERSON In the matter of Creating a County project RESOLUTION NO. designated as Center Road MP 3.23 Culvert Replacement BE IT RESOLVED that Center Road County Road No. 931507, M.P.3.23, be improved as follows: The Center Road MP 3.23 Culvert Replacement is a transportation improvement project included in the officially adopted 2025-2030 Transportation Improvement Program as Item No. 21. The project will replace the fish barrier culverts at this location with a bridge. Jefferson County has secured grant funding from the Fish Barrier Removal Board and the National Fish Passage Program for project design. The Plans, Specifications, and Estimates developed with these grants will be used to apply for funding to construct the project.
