PROCLAMATION re: Proellliming the Month of September National Alcohol
and Drug Addiction Recovery Month
STATEMENT OF ISSUE:
Read and Approve Proclamation re: The Month of September National Alcohol and Drug Addiction
Recovery Month.
ANALYSIS:
Fran Joswich, Chairman of the Substance Abuse Advisory Board, has requested that the BOCC approve and
read the proclamation.
RECOMMENDATION:
Approve Proclamation re: ProcJIliming the Month of September National Alcohol and Drug Addiction
Recovery Month.

Whereas, it is important to recognize the achievements of those who seek treatment services,
celebrate their successes and find help for those still in need; and
Whereas, treatment and long-term recovery from substance use disorders can offer a renewed
outlook on life for those who are addicted and their family members; and
Whereas, substance use disorders impact 22.6 million people aged 12 or older in the United
States (or 9.2 percent of the population), which is more than the number of people living with
coronary heart disease, cancer, or Alzheimer's disease combined; and
Whereas, people who received treatment for substance use disorders can lead more productive
and fulfilling lives, personally and professionally and studies have consistently found that
individualized treatment is essential for people to be successful in their path of recovery; and
Whereas, real stories of long-term recovery can inspire others to ask for help and improve their
own lives, the lives of their families, and the entire community and it is critical that we educate
our community members that substance use disorders are serious health care problems, but
treatable and by treating them like other chronic disease we can improve the quality of life for the
entire community; and
Whereas, to help achieve this goal, the U.S. Department of Health and Human Services, the
Substance Abuse and Mental Health Services Administration, the White House Office of
National Drug Control Policy, the Jefferson County Substance Abuse Advisory Board, The
Jefferson County Community Network, and the Jefferson County Public Health Department
invite all residents of Jefferson County to support our community treatment programs and
individuals in recovery; and
Now, therefore, be it proclaimed, by the Jefferson County Commissioners, the month of
September 2010 as
National Alcohol and Drug Addiction Recovery Month
in Jefferson County and call upon the people of Jefferson County to join us in observing this
occasion.
