RE: Pub6e Opening of Proposals for JEFFCOM 9-1-1 Simulcast Radio System
Improvements
STATEMENT OF ISSUE: A Request for Proposals (RFP) for the JeOCom 911 Simulcast Radio
System Improvements was authorized by the Board of County Commissioners Resolution No. 29-
lOon August 9, 2010 and advertised in The Leader on August 11. The RFP calls for public opening
of the proposals at the Com1l1i...uoner's meeting on September 7, 2010.
ANALYSIS: The final stage of the Jefltom Radio System Improvement Project is to procure and
insta1l a simulcast radio system. The selection process for the contractor is being conducted under
the provisions ofCbapter 39.04.270 RCW which provides the authority for a 'request for proposals'
and selection of a qualified contractor that is not exclusively based on the cost
After opening at the meeting, the Proposals will be evaluated by a team of County $taff and project
consultants. The team will select the best proposa1s and conduct imerviews before tmIJdl1g a
recommentlmion to the Jetltom Admini!ltmtlve Board for award of colltraCt. The final contract will
be prepared and presented to the Board of County Commissioners for approval and execution. The
complete Request for Proposals with an engineer's cost emim$ is on file with the Clerk of the
Board of County Co1'11JTliRSioners.
FISCAL IMPA,CT: Funds will be provided by the JefI.t:om F.I1Jumcement Fund 121 which was
funded by a 2007 bond issue. Proposed costs will be consideJ:ed equally with qualifications in the
selection of a contractor but under RCW, Jefl'etJ!iUa County is not obligated to award the contract to
the lowest proposed cost.
RECOMMENDATION; Public opening of the Proposals for the JeflCom 911 Simulcast Radio
System Improvements.
