Transportation Benefit District(JCTBD)Ballot Measure for the November 4,2025
General Election
STATEMENT OF ISSUE:
RCW 29A.32.280 requires the legislative body sponsoring a ballot proposition to formally appoint
committees arguing for and against a ballot measure.
ANALYSIS:
Jefferson County issued a press release on July 23,2025 soliciting members for both the"For"and
"Against" Committee. Jefferson County residents Jean Ball and Thomas Thiersch have
volunteered to prepare the "For" Committee. Ms. Ball has agreed to in the "Pt Member" of the
"For" Committee, which comes with the responsibility to represent the Committee in
communications with the Elections Coordinator.
If the Board of County Commissioners is unable to make appointments to the "Against"
Committee,the Jefferson County Auditor may appoint an"Against"Committee.
Each committee may contribute a statement representing its position and a rebuttal to the other
committee's statement to the Auditor's Office by the respective deadlines for publication in the
voter's pamphlet associated with a given election.

RECOMMENDATION:
Approve the attached resolution appointing the recommended committee members.

Committee Pursuant to RCW 29A.32.280 for RESOLUTION NO.
the Jefferson County Transportation Benefit
District (JCTBD) Ballot Measure on the
November 4,2025 Election
WHEREAS, on August 4, 2025, Jefferson County Board of Commissioners voted on a
resolution to sponsor a ballot proposition for the Jefferson County Transportation Benefit District
(JCTBD)to authorize a sales and use tax to be imposed within the district boundaries in the amount
of two-tenths of one-percent (0.2%) for the purpose of financing all or a portion of the costs
associated with transportation improvements in the district for a period of ten (10) years in the
November 4, 2025 election; and
WHEREAS, RCW 29A.32.280 requires the legislative body sponsoring a ballot
proposition to formally appoint committees arguing for and against a ballot measure; and
WHEREAS, each committee shall consist of not more than three members; however, a
committee may seek the advice of any person or persons; and
WHEREAS, if such persons are not immediately known, the jurisdiction is encouraged to
formally notify the public that it is in search of members to serve on "for" and "against"
committees; and
WHEREAS, Jefferson County issued a press release on July 23,2025 soliciting interested
residents for both the"for"and"against"committee; and
WHEREAS, if BoCC is unable to make those appointments,the Jefferson County Auditor
may appoint an"Against"Committee; and
WHEREAS, Jefferson County residents Jean Ball and Thomas Thiersch have volunteered
to prepare the "For"arguments; and
WHEREAS, the committees are solely responsible for submitting their statements to
Jefferson County Elections in accordance with the specific timeline for that election; and,
NOW, THEREFORE, THE BOARD OF COUNTY COMMISSIONERS OF
JEFFERSON COUNTY,WASHINGTON,HEREBY RESOLVE AS FOLLOWS:
Section 1. Whereas Clauses are Findings of Fact. The Jefferson County Board of Commissioners
hereby adopts the above "Whereas"clauses as Findings of Fact.
Section 2. "For"and"Against"Committee Established. RCW 29A.32.280 requires the legislative
body sponsoring a ballot proposition to formally appoint committees arguing for and against a
ballot measure.

Section 3. Appointments for the "For" Committee. Jefferson County residents Jean Ball and
Thomas Thiersch are appointed to the "For"Committee.
Section 4. Appointments for "Against" Committee. Jefferson County resident(s)
are here by appointed to the "Against" Committee. [Alternatively: Jefferson
County Staff did not receive "Against" Committee members and so is unable to recommend any
appointments to the BoCC. As such, the Jefferson County Auditor may appoint an "Against"
Committee.
Section 5. "For" and "Against" Committee Member Form. The "For" and "Against" Committee
Form Member Form is attached hereto as Appendix A shall be submitted to the Jefferson County
Auditor's Office by the deadline of August 5, 2025.
Section 6. Severability. If any section, subsection, sentence,clause,or phrase of this resolution or
its application to any person or circumstance is held invalid,the remainder of this resolution or its
application to other persons or circumstances shall be fully valid and shall not be affected.
Section 7. SEPA Categorical Exemption. This resolution is categorically exempt from the State
Environmental Policy Act under WAC 197-11-800(19).
Section 8. Effective Date. This resolution shall take effect and be in full force immediately upon
approval and adoption by the Board of County Commissioners.
