SUBJECT: New Fund 132 Opioid Settlements Fund
STATEMENT OF ISSUE:
Opioid Settlement funds have multiple designations: Distributor, Pharmacy, and Manufacturer with different
settlement amounts.
ANALYSIS:
Settlement funds are to be used for opioid abatement. Approved purposes are defined as treatment,
prevention, and other strategies that include law enforcement. Compliance reporting is a requirement. The
Board of Commissioners have requested these settlement funds be maintained in a separate fund.
FISCAL IMPACT:
None
RECOMMENDATION:
The BoCC designate Fund 132 Opioid Settlements Fund to receive the opioid settlement funds and earn
investment interest.

In the Matter of Establishing Fund 132 Opioid
Settlements Fund RESOLUTION NO.
WHEREAS, the Jefferson County Board of Commissioners on July 7,2025 entered and
approved a motion to establish a separate fund to receive and disburse pharmaceutical and
manufacturer opioid settlement funds; and
WHEREAS, Jefferson County to date has received$541,962.22 in pharmaceutical and
manufacturer settlements.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF JEFFERSON COUNTY,STATE OF WASHINGTON:
Section 1. Whereas Clauses Adopted as Findings of Fact. The Jefferson County Board of
Commissioners hereby adopts the above "Whereas"clauses as Findings of Fact.
Section 2. Establish a New Fund. The Jefferson County Board of Commissioners hereby
authorizes the new fund, 132 Opioid Settlements Fund be established with the beginning
balance of$541,962.22 and authorizes the Jefferson County Treasurer to invest the fund
balance. Budget authority will be established by a budget appropriation.
Section 3. Severability. If any section, subsection, sentence, clause, phrase or section of this
resolution or its application to any person or circumstance is held invalid, the remainder of this
resolution or its application to other persons or circumstances shall be fully valid and shall not be
affected.
Section 4. Effective Date. This resolution is effective upon adoption.
Section 5. SEPA Categorical Exemption. This resolution is categorically exempt from the State
Environmental Policy Act under WAC 1 97-1 1-800(1 9).
