José Martí Child Development Center: New Mural Unveiled at Cedar Crossing!
We’re proud to unveil Storybook, a vibrant new mural by @onesevennine (Angelina Villalobos Soto) that now brightens the playground wall at our José Martí Child Development Center – Cedar
Crossing <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=f0d76995e9&e=b80de0d97c> . When the new Roosevelt Light Rail Station blocked much of the
natural sunlight to the playground, Sound Transit partnered with us to bring warmth and light back to the space throughout. The result? A joyful, bilingual mural that celebrates our
children, community, and culture.
“Storybook” features a poem by José Martí in both English and Spanish, honoring our dual-language program and the cultural richness of our youth. What makes this even more special? Angelina—once
a student at JMCDC herself—returned to co-create a piece that now inspires the next generation. A heartfelt thank you to the Sound Transit team: Lucile Chich, Barbara Luecke, Joanna
Valeri, Amanda Wright, Desmond Brown and Brooke Belman for helping turn this vision into reality.
With 68 students across 4 classrooms, this mural is more than paint on a wall—it’s a symbol of our enduring belief in the power of arts, culture, and community.
Advocates tell county officials that childcare boosts the economy

Johanna Roe is pushing a big dollar figure: $1,455,417.
“I think it’s a pretty significant amount of money,” Roe, project coordinator with the Klickitat County Childcare Committee <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd
4ce40eb&id=aeb4bd03a2&e=b80de0d97c> , told county commissioners during a July 15 session about childcare needs in local communities.
She wasn’t asking commissioners to spend that amount of money. The $1.4 million figure equals the combined annual full-time minimum-wage earnings of 42 people who could join the workforce
if they had access to affordable childcare.
“When you have 42 child care slots available, you have 42 opportunities for people to work, and they can work full time,” Roe said.
The childcare committee works to get new childcare businesses up and running in Klickitat County. Washington Gorge Action Programs <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbd

they offer 42 spots.
“If you had people who were working at higher wage jobs, or you had two providers, you know, mom and dad, maybe, who could go out and work, that [$1.4 million] would double,” Roe said.
At the July 15 meeting, advocates repeated the theme that childcare is an investment that leads to economic growth.
Lynn Mason, who spoke during a public comment period, said that the struggle to find care for her son made it challenging to find employment.
“I had to find jobs that I could work around to make sure that I was available for my son and piece together lots of situations,” she told commissioners, adding that if her work schedule
didn’t match her son’s care schedule it was hard to be productive. “One child care situation ends before the next one begins. It’s a real puzzle.”

When someone is in crisis, the road ahead can feel impossible. Housing might be the destination, but the roadblocks are everywhere -- job loss, untreated trauma, legal issues, lack of
transportation, or unstable income. It’s not just one thing holding someone back. It’s everything hitting at once.

What does that look like?
Initial Contact
When someone reaches out, they’re paired with a Care Navigator, a consistent partner who sticks with them through the journey. This isn’t a handoff or a one-time service. It’s a relationship.
Needs Assessment
We take time to understand the full story. Clients work with their navigator to identify what's getting in the way, whether it’s childcare, substance use, lack of ID, or health care
access. We don’t assume. We ask.
Goal Setting
From there, we map out a personalized plan. It's built with the client, not for them. It includes realistic goals, timelines, and priorities that make sense for where they are right
now—not where we want them to be.
Integrated Support
We don’t expect anyone to solve every problem alone. Navigators coordinate services across HopeSource and with community partners, connecting people to mental health care, housing assistance,
employment programs, utility help, transportation, legal aid, and more.

Last month, I was invited to speak on a panel for the Arcora Foundation, <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=f81ffc0518&e=b80de0d97c>
whose mission is to bend the arc of oral health towards equity. I was honored to share the stage with Arcora Foundation Vice President, Sunshine Monastrial, and my co-panelist, author
and activist, Ron Chew to talk about our deep connection to South Seattle/Beacon Hill, and our experience and insights as community members as their Board of Directors considers their
upcoming strategic plan.
When people are struggling with survival, oral health is probably one of the last things they’re thinking of. The majority of the children we see in our Head Start/Early Head Start program
have never seen a dentist. Many of them have carries (cavities). For many immigrant families, oral health care is not a routine practice in their home country. The diet back home is
not what it is in the US, with fewer processed foods, and much less sugar. Because so many of the families we serve don’t have a regular dentist, this spring we held a fun oral health
event with our partner, Best Dental Health. We screened 427 children, and identified 26 with active concerns, and referred them for follow-up care.
I was grateful for Best Dental Help (visiting hygienists) that provided oral health assessments for my children because in the past I had difficulty finding a dentist that my 5-year-old
and 3-year-old wouldn’t fear. I took my 3-year-old to see a dentist, but he refused to open his mouth and we had to leave because he was upset. The dental hygienist who came to Neighborhood
House identified infections and helped my child’s anxiety around dentists. It was a lifesaver! ~NH parent
As someone who was born in the US, drank fluoridated water, had access to dental care as a child, I, and I’m sure many of us, take our oral health for granted. Not so for the communities
we serve. My parents were children of immigrants, and their oral health consisted of infrequent trips to the dentist for extraction. I remember seeing my mom’s partials (false teeth),
and thinking nothing of it. But had she had the oral health care that we all deserve, she would have had more of her own teeth!

Mobile unit offers new hope for rural Snohomish residents battling addiction

As she climbed aboard Snohomish County' <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=a555a8e148&e=b80de0d97c> s latest tool in battling drug
addiction, Nicole Smith-Mathews hoped today would open a door to changing lives for the better.
Smith-Mathews, who works to help people overcome drug addiction, has seen firsthand how the crisis affects families and friends.
"Just being there to support them through and know there are services like this is really important," she said.
The mobile treatment unit, based in Gold Bar with planned future stops in Oso, specifically targets rural areas of Snohomish County where access to addiction treatment is severely limited.
Only about 10% of people in Snohomish County receive the addiction treatment they need, according to county officials. That number drops even lower in rural communities outside larger
cities.
"In our rural areas there are going to be even fewer opportunities for people getting treatment because they don't have the access to care," Smith-Mathews explained.
The mobile unit's launch comes at a critical time. While opioid-related overdose deaths in Snohomish County were trending downward in early 2024, they are now trending upward and are
on track to surpass last year's all-time high of 269 deaths.

By targeting rural populations, the mobile center aims to provide more people with access to breakthrough medications that reduce cravings and withdrawals, offering an alternative path
to recovery.
"It's particularly hard for someone who lives 40 or 50 miles away from where treatment is being offered to be able to get to that treatment," Vujovic said.

'It saved my life': Detox services expanded in Tacoma to help combat opioid crisis

More funding is going towards fighting the opioid crisis in Tacoma.
Pierce County Human Services recently awarded $1.3 million to expand detox services at Metropolitan Development Council (MDC) <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818e
bd4ce40eb&id=8c2573ee1a&e=b80de0d97c> .
MDC provides wrap-around services to people in the community including help with mental health, substance abuse, housing, education, and more.
MDC operates a 32-bed detox center that is open 24/7 to help people withdrawal from drugs and alcohol, most frequently from opioids.
“Once they're in the door, it's our job, we work hard to keep them here and let them know that there is another door that they walk out of into a new life,” said Tonia Hess, the senior
director of Housing and Behavioral Health at MDC. “It doesn't matter when they come to our door, we try to meet them where they are.”
Opioid-related overdoses are the leading cause of accidental death in Pierce County, and have been since 2020, according to the county. In 2024, 423 people in Pierce County died from
accidental overdoses.
Hess said the people who make drugs are making them even stronger to keep customers addicted and coming back, which is another reason more time is beneficial to get people past the withdrawal
symptoms.
“The likelihood of overdosing is high, it's really higher now than it was in the past,” said Hess. “Right now, we're fighting to keep people alive and get them on the right path.”
The funding Metropolitan Development Council just received from Pierce County is allowing them to have people stay for ten days in the detox center, compared to six. People who work
at MDC said this has a huge impact on how they can not only help the person through withdrawals but also connect them with resources.
“Now we got time to say, OK, let’s address some of those other issues you may have when you get out of treatment,” said Hess. “Let’s get you to that care coordinator and they can start
working on that housing, they can start working on that social security, they can start working on reunification, if your homeless, maybe you have a family member who is there for you
when you get out of treatment.”

people living in poverty face and the systems working to help them thrive. These panel discussions with community experts – including people with lived experience – delve into issues
like housing strategies, food justice, repairing our human services safety net and mental health systems, and more. Each session features people at the cutting edge of success in our
region and focuses on the challenges and opportunities we face as we work to solve poverty in King County.
There’s a deeply existential conversation happening behind closed doors at human services nonprofits and agencies across the country:
* Will the federal government continue to be a reliable partner in meeting the needs of our most vulnerable neighbors?
* What will happen to the communities we serve if the government turns its back on them?
* Does our commitment to anti-racism and social justice – so critical to understanding the challenges we face – also put a target on our backs?

The White House is shifting the 'housing first' approach to combating homelessness
President Trump's executive order on how cities and states deal with homelessness encourages removing encampments and getting people into treatment — through involuntary civil commitment
if needed.
AILSA CHANG, HOST:
President Trump signed an executive order last Thursday that aims to overhaul how this country deals with homelessness. It marks a fundamental shift on the approach to homelessness away
from Housing First programs and towards involuntary mental health and addiction treatment. Ann Oliva is CEO of the National Alliance to End Homelessness and joins us now to talk about
the consequences of this executive order. Welcome.
ANN OLIVA: Thank you so much for having me.
CHANG: So to be specific here, what kind of program or policy changes do you think we might see at local levels because of this executive order?
OLIVA: Well, the executive order attacks evidence-based approaches and specifically the approach that's called Housing First that has been in use by homeless services providers and the
federal government for many years. And really what that does is ensure that folks have access to housing as the first step towards ending instability and homelessness for people. And
once they have access to housing, then services like health care, mental health care, addiction treatment, job training or other supports are provided so that they can maintain that
housing in the long run.
The second, very alarming item is basically a call for forced institutionalization under a guise of sort of promoting public safety. And the third is that it eliminates fundamental privacy
protections for people who are experiencing homelessness, in that it would require recipients of federal funding to collect personal health-related information and share that with law
enforcement.
CHANG: I want to return to the first point that you made, that this executive order attacks evidence-based approaches. What does the evidence say about what approaches work when it comes
to homeless populations?
OLIVA: The evidence is really clear on what works to end homelessness. The common denominator among everyone experiencing homelessness is that they can't afford a safe place to live.

Commerce’s Homelessness Assistance Unit (HAU) believes there are no better voices to illuminate the needs of Washington’s homeless population than people who've experienced homelessness
themselves. Because of that, HAU is seeking four new members to serve on the HAU Lived Experience Advisory Committee. This committee helps the HAU and the Housing Division integrate
understanding of the experience of homelessness into the assistance programs we manage.
We are recruiting members who represent Washington’s diverse communities. We will focus our efforts on recruitment from counties that are not already represented on the Committee, including
counties in northwest, southwest, eastern and central Washington.

Aisha Adkins’ mother Rosetta was adamant that she wanted to age at home. So when Rosetta’s dementia started worsening at age 59, Aisha started looking around for options.
She quickly found that round-the-clock at-home care was extremely costly, and that her mother didn’t qualify for government assistance. Stuck in the middle, Aisha, who was 29 at the
time, ended up quitting her job to take of her mother care of her herself.
““We faced so many challenges; it was really a struggle,” says Adkins. She ended up caring for her mother for ten years on both a full-time and part-time basis, until her mother passed
away in 2023.”
Many middle-income seniors are unable to afford care
As the U.S. population ages, many families are facing the same challenges. Long-term care, which is assistance with the activities of daily living either in a person’s home or in a facility,
is expensive. Most people pay for it either out of their savings, or by spending down those savings until they qualify for Medicaid, which covers long-term care for indigent seniors.
(Medicare does not cover senior housing or long-term care.)
But there’s a large group of people who are stuck in-between: they are “too rich” to qualify for the Medicaid benefits that enable them to hire at-home help or put loved ones in a nursing
home, but they do not have enough money to pay for the in-home, all-hours care their loved one needs. It then falls to family members to make up the difference. Around two-thirds <https://wapartners

Medicaid Work Requirements Will Take Away Coverage From Millions: State and Congressional District Estimates

Harsh Medicaid work requirements in the Republican reconciliation legislation will put 9.9 million to 14.9 million people at risk of losing Medicaid coverage in 2034. (See Table 1 for
state estimates and link in footnote below for congressional district estimates.[1] <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=086c47d006&e=b80de0d97c>
) The final law applied Medicaid work requirements to parents of children over age 13,(2) more expansive than the Senate Finance Committee version that included parents of children
over age 14, and significantly more expansive than the original House version that did not include any parents. Roughly 200,000 to 500,000 more people will be at risk under the legislation
than under the original House bill.(3)
If states experience coverage losses at rates observed when Arkansas implemented work requirements in 2018-2019, we estimate that 7.1 million people among those at risk will lose coverage.
But coverage losses could be higher because of the work requirements provision’s draconian nature. If a state implements the policy poorly or chooses to implement it stringently, nearly
all of those at risk could lose coverage.
The new law will take Medicaid coverage away from people, largely those enrolled in the Medicaid expansion group, who can’t document that they meet rigid, red-tape-laden work requirements.(4)
The legislation will also prevent people subject to the requirements from enrolling in Medicaid unless they are already employed, which is more extreme than recent bills such as the

2025 Point in Time Highlights
1. The number of people counted in Emergency Shelter increased 16 percent due in part to the increase in capacity of winter and severe weather overflow shelter.
2. The number of seniors counted who were age 62 or older increased 21 percent. This increase was primarily among sheltered seniors.
3. The number of unsheltered people counted increased 11 percent from the 2024 count. This increase was almost all among single individuals or households without children.
4. The number of people who identify as Black, Indigenous or Person of Color made up 38 percent of the people counted. This is an overrepresentation as BIPOC individuals make up 25 percent
of the population in Clark County, according to the U.S. Census Bureau’s American Community Survey.

Affordable, decent-quality housing remains out of reach for many of the nation’s lowest-income renters. Despite modest economic gains for lower-income households in recent years, the
rental housing crisis persists. Half of all renter households are now housing cost-burdened, paying more than 30% of their income on rent and utilities, and over a quarter are severely
housing cost burdened, spending more than half of their income (NLIHC, 2025). These cost burdens disproportionately impact the lowest-income renters.
Amidst ongoing economic uncertainty, incomes are struggling to keep pace with rents. At the same time, housing assistance remains deeply underfunded, and a severe shortage of affordable
homes continues to push renters into unstable and uncertain living situations. Addressing these challenges will require sustained investment in affordable housing programs and other
reforms.
From 2022 through the end of 2024, the U.S. experienced a period of economic growth. This growth included improvements in the labor market, with rising wages especially among workers
in the bottom 10th percentile (Gould & DeCourcy, 2024). There was also some relief in the rental market: median rents declined by 3.5% from their peak in August 2022 (Apartment List,
2025). However, significant challenges persist in the housing sector. The post-pandemic construction boom has slowed and building costs have continued to rise—materials costs alone
have increased 34% since 2020 (NAHB,2025).

Commerce launches statewide Washington State Zoning Atlas to support smarter planning
First-of-its-kind tool translates local zoning into standardized categories for easy comparison
Understanding how zoning shapes communities across Washington is now a little easier thanks to a joint effort from the Washington State Department of Commerce’s Growth Management Services
unit, MAKERS architecture and urban design, BHC Consultants, and students from all four of the state’s accredited planning programs.
Commerce recently launched the Washington State Zoning Atlas (WAZA), a first-of-its-kind tool to compare zoning data from across the state in one standardized, interactive platform.

map and downloadable database.
In Washington, cities and counties have the power to write and manage their own zoning rules within the framework of the state’s Growth Management Act. While this local control gives
communities flexibility, it also means there is no standard way to publish or organize zoning codes. This makes it difficult to compare zoning information across the state. The WAZA
changes that. It’s the first statewide tool to translate local zoning codes into consistent categories, which means more consistent zoning will be possible for housing, businesses and
other development types.
“The Washington State Zoning Atlas is a powerful resource to answer big questions and help bring more housing online,” said Commerce Director Joe Nguyễn. “Zoning decisions shape what
kinds of homes get built, where they’re built, and who can afford to live there. Local governments make the rules that decide what gets built where, but until now we didn’t have a clear
picture of how those rules add up statewide.”
The WAZA is especially valuable for examining where barriers to housing may exist and how new housing laws, such as middle housing or minimum parking requirements, apply and are being
implemented across the state. It also supports environmental, ecological and economic research by clarifying where development is likely to happen and how intensive it may be. A WAZA

Help for those seeking clean energy tax credits via Elective Pay
Beginning this month, join the Clean Energy Tax Credit Assistance Program (CETCAP) team to learn more about how to access clean energy tax credits via Elective Pay. Tax attorneys will
be available for office hours on the second Wednesday and third Friday of each month to answer any general questions you may have.
CETCAP provides free technical assistance to community-based organizations, local governments, ports, housing authorities, tribes and other public and nonprofit entities. The program
helps you access federal tax credits for clean energy projects, and can cover between 30-70% of the costs for:

* Geothermal systems
* Electric vehicles (EVs)

Tuesday, August 26, from 8 AM to 4 PM in Detroit, MI. The event aims to equip WAP subgrantee leadership to team up — Program Directors, Executive Directors, and Fiscal Staff — to access
tools and gain perspective needed for effective, strategic program management and integration within their organizations.
Key objectives include:
* Support programs in developing and adjusting a clear, critical path to meet annual production goals through self-governance and course correction.
* Foster a shared understanding of how all organizational units contribute to WAP success, bridging silos such as intake and facilities with broader agency goals.
* Strengthen wraparound service delivery and encourage referrals by enhancing word-of-mouth and crisis-driven outreach.
* Promote sustainable operations through intentional staffing, outcome analysis, and efficient resource allocation.
* Address WAP-specific workforce needs by recognizing distinct knowledge, skills, and abilities (KSAs), supporting appropriate compensation structures, and reinforcing staff retention
strategies.
* Emphasize servant leadership and responsible use of federal funds, encouraging a high-level strategic mindset that moves beyond day-to-day operational details.
Fee: $200. Separate advance registration fee required. (Includes continental breakfast and lunch.)
