It incorporates 24 key housing bills proposed in recent years aimed at reforming housing programs, increasing housing development, addressing housing affordability, and improving fiscal responsibility and oversight of federal programs, including 23 that were introduced on a bipartisan basis. This includes the PRICE Act, HOME Investment Partnership Reauthorization and Improvement Act, Choice in Affordable Housing Act, the Build Now Act, Build More Housing Near Transit Act, Housing Supply Frameworks Act, the Rural Housing Service Reform Act, the Reducing Homelessness Through Program Reform Act, the Housing Unhoused Disabled Veterans Act, the Housing Supply Expansion Act, and the Helping More Families Save Act. Transit-Oriented Development With the inclusion of the Build More Housing Near Transit Act, the measure would make it easier for projects to qualify for Federal Transit Administration (FTA) Capital Investment Grant (CIG) funding by giving higher ratings to proposals in areas that promote housing development near public transit. Transportation U.S. Department of Transportation Federal Transit Administration * Late last week, the Federal Transit Administration (FTA) announced <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=54f9fd5514&e=7ccb4f03e2> that recipients of funding under the Low or No Emission Grant Program may “request to change their project proposals from ‘no emissions’ to ‘low emissions’ technology.” In a press release, the agency stated that “grant recipients interested in making a zero-emission vehicle or zero-emission infrastructure project change request, or requesting reconsideration of a previously denied request, should contact their FTA Regional Office and submit a written request detailing the requested change and the reason(s) why. FTA will consider all requests submitted in a timely manner.” * FTA released <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=03fea8651c&e=7ccb4f03e2> a video guidance series for public transit agencies, private bus operators, and host cities on public transportation considerations for the 2026 FIFA World Cup Games and 2028 Los Angeles Olympic and Paralympic Games. The videos cover a range of topics including transit safety and security, accessibility, charter bus requirements, and vehicle availability. Office of the Secretary * Following recent comments by President Donald Trump reiterating his opposition to the deployment of wind turbines as an energy resource, the U.S. Department of Transportation (DOT) announced <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=ee1752e706&e=7ccb4f03e2> that it would now recommend a minimum 1.2-mile setback for turbines constructed near highways and railroads. The agency cited a 2024 study <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=f4f3c0e700&e=7ccb4f03e2> from Meteorcomm arguing that wind farms “could potentially obstruct radio communication links and/or degrades RF signal reception” associated with interoperable train control (ITC) communications systems “by means of lowering signal to noise ratio through several mechanisms and factors such as diffraction, scattering, wind farm density, distance, [and] speed.” DOT stated that it will initiate a study to collect additional data that will inform safety guidelines for wind turbines using radio frequency dependent safety systems built near critical transportation infrastructure. The Federal Aviation Administration (FAA) will also evaluate proposed wind turbines for potential danger to aviation, including Advanced Air Mobility systems and other new market entrants. Congress * On Wednesday, the Senate Commerce, Science, and Transportation (CST) Committee advanced <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=c3c612978c&e=7ccb4f03e2> the nominations of five individuals to the full Senate to serve in key roles at the U.S. Department of Transportation. They included: * Derek Barrs to serve as Administrator of the Federal Motor Carrier Safety Administration (FMCSA) in a 15-13 vote; * Jonathan Morrison to serve as Administrator of the National Highway Traffic Safety Administration (NHTSA) in a 16-12 vote; * Paul Roberti to serve as Administrator of the Pipeline and Hazardous Materials Safety Administration (PHMSA) in a 22-6 vote; * Michael Rutherford to serve as Assistant Secretary of Transportation for Multimodal Freight Infrastructure and Policy in a 15-13 vote; and * Gregory Zerzan to serve as DOT General Counsel in a 15-13 vote. * President Donald Trump also nominated <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=f93e61a24b&e=7ccb4f03e2> DOT Acting Assistant Secretary for Aviation and International Affairs Daniel Edwards to serve as an Assistant Secretary of Transportation at the Department. * Senate CST Committee Chair Ted Cruz and eight Senate Republican colleagues this week introduced <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=0f7de340e1&e=7ccb4 f03e2> the Rotorcraft Operations Transparency and Oversight Reform (ROTOR) Act <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=caaef9cc5e&e=7ccb4f03e2> intended as a legislative response to the midair collision between an airplane and Black Hawk helicopter over Ronald Reagan Washington National Airport (DCA) that killed 67 people in January. According to a summary <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=53b417bc58&e=7ccb4f03e2> , the bill would establish new requirements for most aircraft and helicopters to communicate their locations with Automatic Dependent Surveillance - Broadcast (ADS-B) technology rather than traditional radar. It would also require the Federal Aviation Administration (FAA) to review helicopter routes near airports and study dynamic restricted areas for helicopters near airports, among other measures. The Committee may consider the legislation following the August Congressional recess. Permitting Congress * House Natural Resources Committee Chair Bruce Westerman and Maine Congressman Jared Golden introduced <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=e7a2d737e3&e =7ccb4f03e2> bipartisan National Environmental Policy Act (NEPA) permitting reform legislation late last week. The bill, entitled the Standardizing Permitting and Expediting Economic Development (SPEED) Act <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=ecaee88a19&e=7ccb4f03e2> , would affirm that NEPA is a “purely procedural statute” that “does not mandate particular results” or “any specific environmental outcome or result.” It would amend the definition of “Major Federal Action” to trigger a NEPA review and clarify the scope of reviews to impacts of projects that “share a reasonably close causal relationship,” and shorten permitting timelines.
