Notice of Public Hearing - Ordinance in the Matter of Amending
the Enhanced 911 Excise Tax
STATEMENT OF ISSUE:
A public hearing is required to decide in the matter of amending the Enhanced 911 Excise Tax.
On January 1, 2011 counties may impose and/or amend an E911 excise tax for each switched
access line, radio access line, and interconnected voice over internet protocol (VOIP) service
line, in the amount not exceeding seventy cents per month. Counties imposing an E911 excise
tax must contract with the Department of Revenue for the administration and collection of the
tax prior to the effective date of the ordinance imposing the tax. The tax for switched access
line and radio access line has remained at fifty cents since 2003, and there has been no tax
imposed on VOIP. By imposing this tax, Jefferson County will comply with standards
adopted by the Washington State Legislature. Revenue from this tax will be used to fund
enhanced 911 communication systems in Jefferson County.
ANALYSIS:
Substitute Senate Bill 6846 passed by the Washington State Legislature and signed by
Governor Christine Gregoire on April 13, 2010 provides for the legislative authority of a
county to impose, effective as early as January 1, 2011 a county enhanced 911 excise tax.
Further, RCW 82.14B.030(5) accords that excise tax may not be distributed to any county that
has not imposed the maximmn county enhanced 911 excise tax allowed under RCW
82.14B.030(1) and (2).
FISCAL IMPACT:
Jefferson County currently receives almost $326.305 annually for enhanced 911 services from
State funds, for which the County would not be eligible after December 31, 2010 unless it
imposes the maximmn county enhanced 911 excise tax.
RECOMMENDATION:
Approve the Notice of Public Hearing in the above matter.
