Local Agency Agreement Supplement with the Washington State
Department of Transportation, Upper Hoh Rd. MP 9.70 to MP 9.80

Statement of Issue: The attached Local Agency Agreement Supplement with the
Washington State Department of Transportation (WSDOT) is necessary in order to
proceed with completion of the Upper Hoh Road MP 9.70 to MP 9.80 Emergency
Repair.
Analysis/Strategic Goals/Pro's & Con's: Heavy rainfall and high flows in Spruce
Creek, beginning on January 6, 2009 caused significant damage to the roadway and
culvert, requiring temporary, emergency repairs at Upper Hoh Road MP 9.7. Public
Works applied for and received funding from the Federal Highway Administration
(FHWA) to replace the existing culverts at MP 9.7 with a new structure. Based on the
preliminary design report, the new structure will be a 3-sided box culvert on a pile
foundation. A Local Agency Agreement Supplement is necessary in order to fund the
engineering consultant design fees.
Fiscal Impact/Cost Benefit Analysis: This supplement will increase the Preliminary
Engineering funding from $155,000 to $239,346. The total estimated cost for the new
box culvert, including engineering and construction, is $1,241,000. This will be
funded at 86.5% by FHWA and 13.5% County Road Fund.
Recommendation: The Board is requested to sign the Local Agency Agreement
Supplement, and return to Public Works.
