WHEREAS, the Revised Code of Washington (RCW) 46.61.415 permits local authorities to decrease or increase the
maxirnwn legal speed limit on County roads on the basis of an engineering and traffic investigation finding that the maxirnwn
speed is greater or less than is reasonably safe, and
WHEREAS, the County Engineer has conducted engineering and traffic investigations and has detennined reasonable
and safe maxirnwn speed limits on County Roads, and
WHEREAS, from time to time the County Engineer reviews the speed limits set by law with the posted speed limit to
verifY consistency with the set speed limit and the posted speed limits on all county roads, and
WHEREAS, the County from time to time accepts new roads and streets into the road system, and
WHEREAS, the County Engineer has identified changes to the appropriate posted maximwn speed and location on each
road from those that are currently set,
NOW TIIEREFORE BE IT RESOLVED that the maxirnwn speed limits on County roads are as indicated in the revised
Exhibit "A" (dated September 13,2010) of the Jefferson County Speed Ordinance #11-1214-98 and that all previous versions of
this Exhibit" A" are repealed, and
BE IT FURTIIER RESOLVED that the maxirnwn speed limit in construction zones, as defined in RCW 46.61.527(1)
and other applicable law, on all County roads shall be 25 miles per hour to protect the public and the workers, and that traffic
fines shall be doubled within such zones when posted as such.

AMENDING EXHmIT "A" OF THE COUNTY TRAFFIC ORDINANCE

This report is to address the recommended changes to Exhibit "A" of ordinance #11-1214-98 adopting the
Washington Model Traffic Ordinance and other traffic statutes regulating traffic speeds on county roads.
The areas that will be discussed are the additious and changes to the recommended Exhibit "A", speed
limits on county roads. Also included are the results of speed studies on South Jacob Miller Rd and
Prospect Ave. .
Additions to Exhibit "A"
These are roadway segments that have been officially adopted and added to the County road system since
the last update to Exhibit "A". All of the roads added are residential streets. Most all other residential
streets in the county are posted at 25 miles per hour. These recommended additions have been included in
the updated Exhibit "A"

The reason for this engineering and traffic investigation that considers lowering the speed limit on Jacob
Miller Rd. was due to public complaints about the iutersection of the Landfill Road, the narrowness of the roadway
north of intersection, and the continued development adjacent to the roadway.
RCW 46.61.400, Basic Rule and Maximum Limits, specifies the maximum speed limit on county roads to
be fifty miles per hour. This section also states that the maximum speed limits set forth in this section may be
altered as authorized in RCW 46.61.405, 46.61.410 and 46.61.415. RCW 46.61.415, when local authorities may
alter maximum limits, allows local authorities to increase the limit but not to more than sixty miles per hour or
decrease the speed limit to no lower than 20 miles per hour. Local authorities in their respective jurisdictions shall
determine by an engineering and traffic investigation the appropriate speed for all roadways.
The Manual on Uniform Traffic Control Devices (MUTCD) states the main criteria for determining the
proper speed limit on public roads is the 85th Percentile speed. Also, consideration should be given to roadway
characteristics, roadside development, safe speed on curves and reported accident history for a recent 12-month
period. The following analysis has been completed for this roadway segment

ROADWAY CHARACTERISTICS
This road is characterized by three horizontal 90 degree curves in the southerly portion and a horizontal
straight or tangent section in the northerly portion. The southernmost horizontal curve is a "sharp" bend that is
posted with an advisory speed of IS MPH. The other two curves are gentler with northern most posted with an
advisory speed of30 MPH, because of some Iimited sight distance due to roadside vegetation and the intersection
of County Landfill Road at the southerly end of the northern most curve. Vertical alignment is generally rolling and
does affect passing sight distance in the northerly portion of the road. The roadway has twenty-eight driveways,
three private roadways and three county road intersections. The Average Annual Daily Traffic (AADT) is 1,442
vehicles per day with 3% truck traffic between Hastings Ave. West and County Landfill Rd. and 2,299 vehicles per
day with 4% truck traffic between County Landfill Rd and South Discovery Rd.
The pavement width for the road is 20 feet with I ft gravel shoulders from M.P. 0.00 to 1.091 from 1.09 to
1.76, the pavement width is 24 feet and 3' paved shoulders and from 1.76 to 1.92 the pavement width is l1feet with
2' gravel shoulders.

ROADSIDE DEVELOPMENT
Roadside development consists of mostly residential and one main fire station. The county landfill and the
animal shelter are also accessed off of Jacob Miller Road via the County Landfill Rd. The fire station has
developed into the East Jefferson Fire and Rescue department's main station and has shown an increase in use over
the last few years. Additionally, residential development adjacent to the roadway and those accessing off of the
intersecting roads has been on the increase over time.
SAFE SPEED ON CURVES
On 10/19/09 BaIl bank readings were conducted in the field on curve on the northern most curve (curve 1).
The south to eastbound ball bank readings conducted at 40 mph was 14 degrees, 12 degrees at 35 mph and 9
degrees at 30 mph. The west to northbound baIl bank readings conducted at 40 mph was 9 degrees. Ball bank
readings less than 12 degrees are considered safe by traffic standards. The readings on curve 1 and past readings on
the southern most curve (curve 2) indicate that the warning signs in place at both these curves meet the standards of
the Manual on Uniform Traffic Control Devices.
Using the baIl bank method, the safe speed on the horizontal curves is as follows:

The histOty shows no pattern or clusters of crashes that would indicate a specific problem with the roadway
at anyone location. The crash rate indicates that the roadway is operating below the county average, 1.07 crashes
per million miles per year for So. Jacob Miller Road vs.I.22 average Jefferson County and 2.20 for the average of
county roads nationally. However, three crashes in the northerly portion where the roadway is straight may indicate
that the combination of narrowness and speed may have contributed to those crashes. The horizontal curves in the
southern portion of the road may have contributed to the three crashes in that portion. The one remaining crash,
weather (ice) was a contributing factor.
CONCLUSIONS
The 85th percentile for the majority of the road is at or above the posted speed limit of 40 MPH indicating
that motorists perceive no safety concern, nor "uncomfortable" ride quality. Other considerations that must be taken
into account include the lane width, the shoulder width, the AADT, the horizontal and vertical alignment, the
number of road approaches, the sight distance of the approaches, the horizontal sight distance on the inside of
curves, and roadside development that affects the motorists ability to be prepared for possible conflicts. These are
all factors that cumulatively affect thedecision to consider lowering the maximum posted speed limit. Also
comparison of speed limits on other roads with similar characteristics, and the speed limits of connecting roads

. needs to be considered, South Jacob Miller Rd, intersects South Discovery Rd. on the southerly section at M.P. 1.92
which is currently posted 35 mph. This change will bring more consistency to the speed limits in the area.
RECOMMENDATION
It is recommended that the maximnm speed limit be lowered to 35 MPH for the entire length of South Jacob Miller
Rd. based on the roadway characteristics (narrowness) in the straight section, the horizontal curves with advisory
speeds already posted and the intersection with Landfill Rd. in the southerly section, and the roadside development
(fire station, residential).

The reason for this speed study was due to a 36 signature petition and letter from residents living along or
adjacent to Prospect Ave. Their concerns are the ongoing growing development, speeding, increased pedestrian and
bicycle traffic, and the continued development along and adjacent to this section of roadway north of a Kala Point
Dr intersection.

This road is characterized by one long straight tangent with an uphill grade at the westerly portion and a 90
degree curve at the easterly portion. The eastern most horizontal curve is a "sharp" bend to the left with Lilly Ln a
County Road to the right. The section of the roadway north of the 90 degree curve is short leading to a dead end.
This 0.30 mile roadway section has eight driveways, five private roads and two county road intersections. The
Average Annual Daily Traffic (AADT) is 179 vehicles per day with projections to increase in the following years
as development continues.
ROADSIDE DEVELOPMENT
Roadside developD;1ent consists of mostly residential adjacent to both the private and County Roads that
intersect this section of roadway. Lyter Ave is a short residential street that provides access to the new development
north of Prospect Ave and intersects Prospect in its easterly section. Residential development adjacent to the
roadway and those accessing off of the intersecting roads has been and will increase over time.

CONCLUSIONS
The 85th percentile for this section of the roadway is below the posted speed limit of 40 MPH; other
considerations must be taken into account. The adjacent residential development, the lane width, the shoulder
width, the MDT, the number of private and County road approaches, the sight distance of the approaches, and the
increased pedestrian traffic that affects the motorists ability to be prepared for possible conflicts are all factors that
accumulatively lead to the decision to lowering the maximum posted speed limit of this segment of Prospect Ave.
to 25 MPH from the current 40 MPH. A posted speed of25 MPH in a residential neighborhood with the potential
build out of this area is appropriate. This change will bring consistency to the speed limits in this neighborhood,
making the entire area 25 mph. Thirty six residents, who are the prime users of this roadway, have expressed
support for this change. Given the short length of this segment, there will be negligible impact to mobility with this
speed limit change. .
RECOMMENDATION
It is recommended that the maximum speed limit on this segment of Prospect Ave. (M.P. 1.03 to M.P. 1.38) be
lowered to 25 MPH. Based on the amount of intersecting roads and driveways, pedestrian traffic, it's residential
characteristics and the future build out of this area.

Dear Mr. Reinders:
Those ofus who live in the Ironda1e area north of Cbimacum Creek and south ofKa1a
Point in voting precinct 305 who have signed the attached petition helieve the current
speed limit of 40 MPH is to high. In the years since the 40 MPH speed limit was
established the area north and south of Prospect Ave. and east of Kala Point Dr.
significant residential development has occurred in this area with many elderly folks,
children and pets playing, walking, and riding bicycles across or along Prospect Ave.
The comer ofKa1a Point Dr.! Law Ave and Prospect Ave. is a four-way stop. Prospect
Ave. is approximately three tenths of a mile from there to the end of the road at Port
Townsend Bay. The residents helieve that even if the traffic speed study to he conducted
by the Department of Public Works demoDStmtes that about 85% of the vehicular traffic
moves at near the 0>Ul1l31t ~ limit, setting the speed limit following the 85 percentile
traffic ~ rule does not give sufficient weight to the dangers of high ~,travel on
this section of Prospect Ave. The residents are of the opinion that there is little likelihood
of accidents involving impatient drivers passing one another on this short section.
The attached petition with 36 signatures is our formal request to reduce the ~ limit to
25 MPH on Prospect Ave. between Kala Point Dr. and the end of the road at Port
Townsend Bay.

Public Hearing to revise speed limits
Statement of Issue:
Conduct a Public Hearing to revise Exhibit" An of Ordinance 11-1214-98 (Jefferson County
Code 10.05), Regulating Traffic Speeds on County Roads. RCW 46.61.415 permits local
authorities to decrease or increase the maximum legal speed limits on county roads based
upon an engineering and traffic Investigation.
AnalyslslStrategic GoalslPro's & Con's:
1) Public Works has completed engineering and traffic Investigations based on criteria In
the Manual on Uniform Traffic Control Devices (MUTCD) for establishing speed limits.
The attached engineering and traffic Investigation reports explain the proposed
changes to speed limits on eXisting roads. Exhibit" An also includes speed limits on
new roads that have been added to the road system since the last update.
2) The proposed resolution modifying Exhibit "An sets the speed limit In construction
zones on County roads at 25 miles per hour. It allows fines to be doubled for traffic
Infractions in constru ctlon zones when the construction zone is posted as such.
FiscallmpactlCost Benefit Analysis:
The Initial cost of repladng existing signs and adding new signs is estimated at $1,500.00.
Future cost would be repladng worn out signs or vandalized signs.
Recommendation:
Approve this resolution revising "Exhibit An of Ordinance No. 11-1214-98 and direct Public
works to make the appropriate sign changes in the field.
