County Road No. 503608, from M.P. 0.37 to M.P.1.53 , be improved as follows: This project provides for shoulder widening. grading. drainage. surfacing. asphalt paving. signing. striping. and other work. This resolution creates a new County road proiect designated as CR1873. Paradise Bay Road. Phase II. M.P. 0.37 to M.P. 1.53. IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget, based on the County Engineer's estimate, is hereby made in the amounts and for the purpose shown: PURPOSE PREVIOUS APPROPRIATION PRESENT APPROPRIATION $ 225,000 Rural Arterial Program (RAP.) The project is hereby made a part of the officially adopted annual road program in accordance with R.C.W. 36.81.130. IT IS FURTHER RESOLVED that: X The construction is to be accomplished by contract in accordance with R.C.W. 36.77.020 et. seq. TRANSPORTATION IMPROVEMENT PROGRAM 2011-2016 PARADISE BAY ROAD: MP 0.37-1.53 PHASE 2 Capita/Project 1 Project Location and Setting The projectlocalion Is Paradise Bay Road from milepost 0.37 (Ludlow Creek) to 1.53 (Teal Lake Road). Project Scope The project will construcl4-ft.-wlde shoulders and overlay the road with asphalt concrete pavement. LocaI Road Funds and state Rural Arterial Program funds are securad for this project. Project Impetus Pavement condition and ride quality have deteriorated on this well-traveled rural collector roadway. Widening the road shoulder to a 4-toot paved width will provide for a safer driving experience and allow for the safer use of the shoulder by non-motorized users. The project was very competitive within the northwest region of counties and was awarded Stele Rural Arterial Trust Account grant funds In the 2009-2011 biennlum. Status EngIneering is planned for 2011 with constructlon taking place In 2012 and 2013. No. 503608, CR1873 M.P. 0.37 to M.P. 1.53 To: Agenda Date: Subject: Statement of Issue: The issue is adoption of the Resolution creating County Road project CR1873 to improve Paradise Bay Road from mile post 0.37 to mile post 1.53. Analvsis/State1!ic Goals/Pros & Cons: This project is item number 18 on the 2010-2015 Six Year Transportation Improvement program and . number 16 on the 2010 Annual Construction program. The purpose of this project is to construct shoulders, eliminate roadside hazards, and overlay the road surface with asphalt concrete. This project will provide engineering, right of way acquisition, construction engineering, and the actual construction. Fiscal Impact/Cost Benefit Analvsis: The estimated total cost of this project is $1,792,000. Rural Arterial Program (RAP) funding of $1,612,800 will be provided through the County Road Administration Board.. The remaining estimated amount qf $179,200 will be matched from the County's road fund. This project is included in the 2010 Roads budget and proposed 2011 Roads budget. Recommendation: The attached. Resolution is recommended for Board adoption. This action will allow for design and construction of this project. The Board is asked to sign the original Resolution where indicated, and return one signed copy to Public Works (attn. John Wayand). r
