Statement of Issue:
Create a county project known as the Port Townsend Gateway Project - Safe Streets for All.
Analysis/Strategic Goals/Pro's Et Con's:
The close proximity of the SR20/Mill Road/Discovery Road intersections and the intersections of
Discovery Road/Jacob Miller Road/SR20 often cause delays, confusion and frustration for drivers.
This joint City of Port Townsend, County, and WSDOT project is a proposed comprehensive solution
to these complex and busy intersections. This project is #13 on the 2025-2030 Transportation
Improvement Program and 2025 Annual Construction Program. The City and County were jointly
awarded a Federal Highways Administration (FHWA) Safe Streets for All (SS4A) planning grant for
the initial work, consisting of the development of coordinated Comprehensive Safety Action Plans
for each agency. These plans are a prerequisite for future FHWA SS4A implementation
(construction) grants.
Fiscal Impact/Cost Benefit Analysis:
The City and County desire to work in partnership for efficiency in grant administration. Total
estimated cost for the coordinated Comprehensive Safety Action Plans is $225,500 made up of the
SS4A Grant in the amount of $164,000, the County grant match of $20,500, and the City grant
match of $41,000.
Recommendation:
The Board is requested to sign one original of the Resolution to create a county project.

Port Townsend Gateway Project—Safe Streets for All
BE IT RESOLVED that S. Discovery Rd,County Road No. 601507; S. Jacob Miller Road, County
Road No. 625309; Mill Road, County Road No. 698619,and State Route 20,be improved as follows:
Three separate but related potential intersection improvements. The first being consolidation of the
intersections of Discovery Road, Mill Road,and State Route 20 into a single five-leg roundabout. The
second being the replacement of the intersection of Jacob Miller Road and Discovery Road with a compact
roundabout. The third being the improvement of the intersection of Jacob Miller Road and State Route 20.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and
based on the County Engineer's estimate is hereby made in the amounts and for the purpose shown:

The project is hereby made a part of the officially adopted annual road program in accordance with
R.C.W. 36.81.130.
IT IS FURTHER RESOLVED that:
X The construction is to be accomplished by contract in accordance with R.C.W. 36.77.020 et. seq.
The construction is to be accomplished by County forces in accordance with R.C.W. 36.77.065 and
W.A.C. 136.18.
