Bob Hoyle called the meeting to order at 3:02 pm.
Public Comment (2:15)
Laura remarked on the importance of the JCPRAB being a public meeting; allowing the public to hear
discussions and why decisions are being made.

Minutes approved (3:40)
Moved by Vern, seconded by Susie, and carried all in favor: to accept meeting minutes from April 3,
2025.
BOARD MEMBER ANNOUNCEMENTS (5:00)
Susie provided an update on her HJ Carroll park map design project.
Bob shared Gibb’s Lake’s Trail Party for National Trails Day. Molly thanked Bob for their trail
maintenance efforts at Gibb’s Lake.
NEW BUSINESS (7:30)
Parks Tour Review
Bob presented the Parks Tour survey results. The board reviewed the survey results for each visited
park: Cape George Trailhead Park, Courthouse Park, Recreation Center, Memorial Field, and North
Beach with a focus on what to include in the presentation to the Board of County Commissioners.
Commissioner Dudley-Nolette provided information about justserve.org, a program that organizes local
volunteers.

Irondale Beach/Friends of Chimacum Creek Volunteer Ideas (37:35)
Susie Learned, Friends of Chimacum Creek representative, presented to the board a request for
approval to create a 501-C3 organization whose purpose would be to support Irondale Beach Park
maintenance and improvements.
Marianne volunteered to be a JCPRAB liaison to the Friends of Chimacum Creek and shared her fervent
support for this group.
Next step: Friends of Chimacum Creek speak to Parks Manager, Matt Tyler.
4th of July and Impacts on Jefferson County Parks (55:00)
Karin Nyrop arrived (55:45)
Discussion was had about fireworks in Jefferson County Parks: the history, the fire danger, future
management options, and timelines for managing events. Molly acknowledged the partnership with
Jefferson County Sheriff’s Office and their assistance in the parks, including on the 4th of July.

OLD BUSINESS (1:13:25)
Gibbs Lake Caretakers area update
East Jefferson Fire Rescue’s (EJFR) training burn was successful. Current maintenance and future
caretaker hiring were reviewed. Commissioner Dudley-Nolette shared praise for Matt & Molly from Bret
Black, EJFR’s Fire Chief.

CORRESPONDENCE (1:19:17)
Hicks Shine County Park Complaint – Marilyn Showalter
The board discussed Parks and JCPRAB responsibility to the issue and the impact on the County Park.
Moved by Karin, seconded by Jon, and carried all in favor: the board approves the Chair to send a letter
to the permitting authority on behalf of the Advisory Board asking for consideration of park interests.

Jon thanked Molly for her years and years of service.
Karin shared an idea for maintaining trails against roots growing under paved trails to prevent bumps.
She also mentioned the positive economic impact of the trails she’s experienced.

Bob shared a Friends of East Jefferson Trails Connections meeting.
