WITNESS LIST
Respondent/Applicant Rock Island Shellfish/Robert Carson (“Rock Island
Shellfish”) hereby submits the following list of witnesses that Rock Island Shellfish may
call as witnesses in the above-captioned case. Rock Island Shellfish reserves the right to
call any of the witnesses listed by any other party and to call rebuttal witnesses as
permitted by the Hearing Examiner.
1. Donna Frostholm. Jefferson County Department of Community
Development. Ms. Frostholm is expected to provide testimony regarding the County’s
review of the subject permit application and compliance with the State Environmental
Policy Act.

2. Robert Carson. Rock Island Shellfish. Mr. Carson is expected to provide
testimony regarding the proposed oyster farm that is the subject of the mitigated
determination of non-significance.
