Thank you for pointing out where the Staff Report is. I do now see it in the County's Exhibits for the SEPA appeal.
I was looking for it as a separately posted and clearly labeled item in the case file. I don't think it's reasonable to expect citizens hoping to learn about the Shoreline permit application--who've
been directed in the Public Hearing Notice to an online Staff Report--to look into the SEPA documents and find it starting on page 7 of a document labeled "1st Amended Jefferson County's
Witness and Exhibit List." They should at least be able to scan the names of documents in the file and see something with the term "Staff Report," which they could not do 14 days in
advance of the hearing and cannot do today.
In short, I don't think the requirement of Rule 4.2 has been met with respect to the Shoreline permit process.
(As a secondary matter, I'm not even sure the "1st Amended Jefferson County's Witness and Exhibit List" was posted online by August 5. Carolyn will know.)
Since you've asked Carolyn to forward your email to the Hearing Examiner, let me add my request that this email be forwarded as well.

As indicated in my pervious email just a few minutes ago, the Staff Report was submitted on 08/05 as scheduled, and a courtesy copy is attached again here for everyone’s benefit.
Please understand the Staff Report is included starting on page 5 of the attached Exhibit List. I’m attaching separately as well, so it’s extra convenient to pull out. We simply tried
to consolidate the amount of documents being transmitted on 08/05. If you’d like documents sent to you another way, please just reach out and ask. Our office is more than happy to
accommodate any reasonable requests.
Again, I hope you will feel comfortable reaching out if you’re unable to find something within the materials submitted. Everyone wants to make sure all materials are provided to everyone
who is supposed to receive them.
I will ask that Carolyn kindly forward this email thread to the Hearing Examiner as well, so the Hearing Examiner can see the Staff Report was timely submitted and that the County has
timely responded to your request.
Again, my sincere apologies for any confusion or misunderstanding about how the documents were sent but we sent the documents in a way we earnestly believed was convenient to receive
and transparent; we are always available to answer any questions or re-send any documents.

Please deliver the attached letter to the Hearing Examiner as soon as practicable. (I know you may not see this until Monday.) And please let me/us know when you have forwarded it.
The letter points out that no Staff Report is publicly available, in violation of Rule 4.2, necessitating rescheduling of the Public Hearing.
This letter is submitted in respect of both SDP Shoreline Permit and SEPA Appeal components of the Public Hearing.
