A setback of 50-feet, measured perpendicularly from the wetland edge, shall be permanently maintained as a buffer. No filling, grading, clearing, or other alteration of the wetland or its buffer is allowed. 2.) Buffer perimeters shall be marked with temporary signs at an interval of one per parcel or every one hundred (100)feet, whichever is less. Signs shall contain the following statement: "Wetland & Buffer- Do Not Remove or Alter Existing Vegetation." 3.) A permanent physical separation along the upland boundary of the wetland buffer area shall be installed and permanently maintained. Such separation can include installing logs, trees, a hedgerow, or any other prominent physical marking approved by the UDC Administrator. 4.) Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs)and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin. 5.) The identified Fish and Wildlife Habitat Area (Type I Stream), shall maintain a vegetative buffer setback of 150 feet. The setback shall be measured horizontally from the Ordinary High Water Mark (OHWM)to the single-family residence with attached garage. 6.) An additional setback of five (5)feet is required from the edge of the buffer area to the proposed single family residence with attached garage. 7.) A permanent physical separation along the boundary of the buffer area shall be installed and permanently maintained. Such separation can include installing logs, trees, a hedgerow, or any other prominent physical marking approved by the UDC Administrator. 8.) Buffer perimeters shall be marked with temporary signs at an interval of one per parcel or every one hundred (100)feet, whichever is less. Signs shall be in place prior to and during construction activities. The signs shall contain the following statement: "Buffer- Do Not Remove or Alter Existing Vegetation." 9.) Outdoor residential storage shall be maintained in an orderly manner and shall create no fire, safety, health or sanitary hazard. 10.) Not more than two (2) unlicensed or inoperable vehicles shall be stored on any lot less than one-half acre unless totally screened from view of neighboring dwellings and rights-of-way. Such screening shall meet all applicable performance and development standards specific to the district in which the storage is kept, and shall be in keeping with the character of the area. Screening shall meet the requirements of Unified Development Code (UDC) Section 6. Outdoor storage of thirteen (13) or more unlicensed or inoperable vehicles is prohibited except in those districts where specified as an automobile wrecking yard or junk (or salvage)yard and allowed as a Permitted Use in Table 3-1 of the UDC, and such storage shall meet the requirements of UDC Section 4.10. In no case, shall any such unlicensed or inoperable vehiclesbe stored in an Environmentally Sensitive Area (ESA). 11.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined as amount of impervious surface which includes roof tops, driveways, concrete, etc. 12.) The building height is not to exceed 35 feet. 13.) Minimum setback from W Uncus Rd right-of-way is 20 ft. Minimum side and rear setbacks are 5 ft. Minimum setback from Snow Creek is 155 ft(150 ft stream buffer plus 5 ft building setback). Minimum serback from the delineated Class III Wetlands is 50 ft. 14.) A stormwater plan for a medium project has been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan and contact the Jefferson County Department of Community Development to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department verifies plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 15.) A minimum of two (2)on-site parking spaces are required for the single family residence. 16.) All construction activities shall not encroach upon the buffer. This includes the storage or preparation of materials. 17.) Flood proofing measures are be used as required by the Jefferson Co Floo d Damage Prevention Ordinance. 18.) All new construction shall use construction methods which minimize flood damage. 19.) New construction shall have the lowest floor elevated to at least one foot above base flood elevation. 20.) Fully enclosed areas below the lowest floor that are subject to flooding are prohibited unless designed to automatically equalize hydrostatic flood forces on exterior walls by allowing for the entry and exit of floodwater. Designs for meeting this requirement must either be certified by a registered professional engineer or architect or must meet or exceed the following criteria: a. A minimum of two openings having a total net area of not less than one square inch for every square foot of enclosed area subject to flooding shall be provided. b. The bottom of all openings shall be no higher than one foot above grade. c. Openings may be equipt with screens, louvers, or other coverings or devices provided that they permit the automatic entry and exit of floodwater. 21.) All new construction shall: a. be anchored to prevent flotation, collapse, or lateral movement of the sturcture. b. be constructed with materials and utility equipment resistant to flood damage and potential damage to adjacent properties. c. be constructed using methods and practices that minimize flood damage. d. have structural components capable of resisting hydrostatic and hydrodynamic loads and the effects of buoyancy. e. electrical, heating, ventilation, plumbing, air-conditioning equipment, and other service facilities shall be designed and/or otherwise elevated or located so as to prevent water from entering or accumulating within the components during conditions of flooding. 22.) Flood proofing of structures shall be provided by one or more of the following methods: a. Landfill: (Note: Landfills are not permitted in the floodway.)The placement of fill may be utilized to elevate the structure and must comply with the standards and policies of the Jefferson County Shoreline Master Program, if applicable. b. Pole, pier or piling construction: The use of poles, piers, or piles for the foundation of the structure may be used to allow the unrestricted flow of flood waters during periods at a base flood. The lowest floor must be one foot above the base flood level. c. Parallel Foundation Walls: Foundation walls may be designed and constructed to provide open spaces through which water can flow unrestricted to equalize pressure. In velocity flood situations, it is important that all foundation walls be parallel to the flow of the floodwaters. d. Extended Foundation Walls and Basements: (Note: Extended foundation walls and basements are not permitted in the floodway.)The lowest habitable floor of a residence may be constructed on foundation walls that extend above grade to one foot above the height of the base flood provided that residential construction complies with the requirment of Section 5.101(2), "Residential Construction," regarding the design of enclosed areas. 23.) Utilities shall be designed as specified in Section 5.20 of Ordinance No. 18-1120-95. 24.) Subsequent to any minor site grading, the intended finished top of bottom floor elevation for the proposed new residence will be set at an approximate elevation of 55 ft (NGVD 1929)which is mean elevation of the two reference marks established for the Elevation Certificate dated November 7, 2003.
