The lowest habitable floor of a residence may be constructed on foundation walls that extend above grade to one foot above the height of the base flood provided that residential construction complies with the requirment of Section 5.101(2), "Residential Construction," regarding the design of enclosed areas. 2?,/r21.) A temporary construction fence along the upland boundary of the proposed stream buffer shall be installed prior to any site alteration other than installation of buffer enhancements. 24.) Per Condition #2 of the Hearing Examiner decision, "the proposed single-familydwelling unit shall be no larger than 1,300-square feet as stipulated through the proposal." The application as proposed meets this condition. 25.) The applicant, or subsequent owner, shall advise all contactors and subcontractors of these conditions and the consequences of violations. 26.) Hearing Examiner decision condition#3 states, "the applicant shall submit and obtain approval of a stormwater management permit in compliance with Section 6.6 & 6.7 of the UDC." The applicant submitted a stormwater plan meeting this requirement. 27.) The applicant is proposing to create or add 1,380 square feet of impervious surface and 790 square feet of land disturbing activities with an environmentally sensitive area or its buffer. Sections 6.6 and 6.7 of the Jefferson County Unified Development Code requires the project applicant submit a stormwater plan meeting Minimum Requirements#1 through#5 of the Department of Ecology Stormwater Management Manual for Western Washington. The stormwater plan shall address measures to control stormwater, erosion and sediment during construction and shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 28.) A Stormwater Plan has been Stiffed and approved by the Department of ommunit Development. Once the subject permit has been issued the applicant shall fully y implement the provisions of the submitted plan and contact the Jefferson County Department of Community Development to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department verifies plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 29.) This parcel is a legal nonconforming parcel designated Rural Residential 1:5 under the Jefferson County Comprehensive Plan Land Use Map effective August 28, 1998. 30.) Lots 80 & 81 were created through the Snow Creek Ranch subdivision September 7, 1962 and recorded under AFN 173386, Vol 4, pp 29-30 of Long Plats with the Jefferson County Auditor. Snow Creek Ranch was amended June 17, 1993 under AFN 361279, Vol 6, pp 200-202 of Long Plats. Snow Creek Ranch was amended December 10, 1993 under AFN 366746, Vol 6, pp 208-211. An amendment to Snow Creek Ranch was recorded under AFN 400703, Vol 7, pp 66-68 of Long Plats and AFN 400704, Vol 577, pp 338. 31.) Potable water is provided to this parcel by Jefferson County PUD#1, Snow Creek Water System. 32.) A septic permit (SEP03-00210)was approved April 21, 2004 for a system with capacity of 240 gallons per day/2 BR. A septic permit application (SEP99-00132)was cancelled December 7, 2000 due to lack of activity. Associated critical area review (CAR99-00258) was withdrawn January 14, 2002.
