WHEREAS, State law obligates the legislative authority of each county to adopt on an annual basis a
six-year transportation improvement program, holding a public hearing prior to adoption, the purpose of which
is to "assure that each county shall perpetually have available advanced plans looking to the future for not less
than six years as a guide in carrying out a coordinated transportation program" (RCW 36.81.121(1 )), and;
WHEREAS, the Board of County Commissioners, Jefferson County, State of Washington, has
reviewed the transportation priority array and bridge condition report as prepared by the Department of Public
Works, and has conducted a public hearing on the corresponding proposed six-year transportation improvement
program;
IT IS HEREBY RESOL YED that the Board of County Commissioners does approve and adopt the
Six-Year Transportation Improvement Program for the years 20 II through 2016, inclusive.
IT IS FURTHER RESOL YED that, with respect to the items listed in the Program, the County
Engineer is authorized to make revision to individual project scope, length and termini, timing, and funding
sources, as may be required from time to time due to additional resources becoming available or unavailable and
in accordance with RCW 36.81.130 and WAC 136-16, without the Board of County Commissioners having to
conduct a public hearing or adopt a resolution to amend the Program.

PROJECT DATA FOR
TWENTY-FIVE CAPITAL PROJECTS
The 2011-2016 Six-Year Transportation Improvement Program (6-yr TIP) includes all planned
capital transportation projects for the years 2011 through 2016, with a separate category for
emergency repairs and associated environmental mitigation. Below is a brief description of each of
the 25 planned capital projects. The six emergency projects follow, beginning on page 31.
There are 398.64 miles of county roadway in Jefferson County. The Priority Rating Program
establishes a process and system for prioritizing projects. Priority ratings are established through
needs identification and screening, technical evaluation and ranking, and policy direction from the
Board of County Commissioners.
1. PARADISE BAY ROAD: MP 0.37-1.53 - PHASE 2
Roadway structure rehabilitated and paved with asphalt concrete. Shoulder paved and
widened to four feet. Guardrail retrofitted and other roadside hazards mitigated.
2. LARRY SCOTT TRAIL - SEGMENT 4
Construction of multi-use trail from South Discovery Road at Discovery Bay Golf Course to
Milo Curry Road. Preliminary development of trailhead with parking.
3. RICK TOLLEFSON TRAIL - PHASE 1
Construction of multi-use, non-motorized trail connecting HJ Carroll Park to Bob Bates Fields
through Chimacum Valley.
4. SOUTH DISCOVERY ROAD: MP 3.62-4.00
Minor horizontal realignment, grading and surfacing to provide adequate setback from
continuing natural bluff erosion.
5. EAST PRICE STREET UPGRADES: MP 0.00-0.25
Minor realignment and surface upgrade. Drainage improvements.
6. OAK BAY ROAD CULVERT REPLACEMENTS: MP 9
Replacement of two culverts in vicinity of milepost 9 by slip-lining and/or horizontal boring.
7. QUIMPER TRANSPORTATION STUDY
Planning for intersection and other transportation improvements on the Quimper Peninsula,
with concentration in the Port Hadlock area.
8. SOUTH DISCOVERY ROAD: MP 2.65-3.64
Safety improvements including removal of roadside obstructions, widening and paving of
shoulders to four feet, restoration of base material, and road resurfacing.
9. QUEETS BRIDGE PAINTING - CLEARWATER ROAD: MP 0.60-0.76
Repainting of steel girders and cross-bracing. Involves abrasive cleaning, containment and
disposal of waste, treatment of pack rust, and repainting with an epoxy rust-penetrating sealer
and top coat.
10. CENTER ROAD ASPHALT OVERLAY: MP 4.3-6.8 - PHASE 5
"Ready to go" asphalt overlay on major collector if additional Federal job stimulus funds
become available.

11. SAFE ROUTES TO SCHOOL - SR 19 CROSSWALK IMPROVEMENTS
Safety project to improve crosswalk with pedestrian-activated overhead warning beacon,
landings, sidewalk to Chimacum School and separated path leading toward HJ Carroll Park.
12. DISCOVERY BAY ESTUARY TRAIL CONNECTION (ODT)
Approximately one mile of multi-use trail along railroad grade at the head of Discovery Bay.
Bridge replacements. Olympic Discovery Trail connection.
13. LARRY SCOTT TRAIL - TRAILHEAD ENHANCEMENTS
Enhancement project to improve trail head facilities associated with the Larry Scott Trail,
including parking, restrooms, amenities and signage.
14. QUILCENE SCHOOL ZONE PEDESTRIAN IMPROVEMENTS - STATE ROUTE 101
WSDOT Olympic Region safety project: pedestrian lighting, refuge islands and sidewalks.
15. SAFE ROUTES TO SCHOOL: CEDAR AVENUE SIDEWALKS AND BICYCLE LANES
Construction of sidewalks and bike lanes to connect residential neighborhoods with Chimacum
Creek Elementary and the County Library.
16. UPPER HOH ROAD CULVERT LINING: MP 3.338
Repair failing metal culvert by installing HOPE slipliner.
17. WEST VALLEY ROAD CULVERT REPLACEMENT: MP 2.555
Culvert replacement at Naylor Creek with fish-passable culvert.
18. SOUTH DISCOVERY ROAD: MP 4.25-4.84
Safety improvements include removal of roadside obstructions, widening and pavement of
shoulders, restoration of base material, and road resurfacing. Extension of Larry Scott Trail.
19. PARADISE BAY ROAD: MP 1.53-2.96 PHASE 3
Roadway structure rehabilitated and paved with asphalt concrete. Shoulder paved and
widened to four feet. Guardrail retrofitted and other roadside hazards mitigated.
20. WEST SPRUCE AND EAST ADLER STREETS - CHIP SEAL ON GRAVEL
Chip seal gravel roads in Paradise Bay Estates.
21. COUNTYWIDE SAFETY IMPROVEMENTS
Various safety projects countywide.
22. COUNTYWIDE CULVERT REPLACEMENT PROJECTS
Various culvert replacement projects countywide.

Minor drainage improvement projects countywide.

Various paving and/or base stabilization of gravel and structurally deficient roadways.

PARADISE BAY ROAD: MP 0.37-1.53 PHASE 2 Capita/Project 1
Project Location and Setting
The project location is Paradise Bay Road from milepost 0.37 (Ludlow Creek) to 1.53 (Teal Lake Road).
Project Scope
The project will construct 4-ft.-wide shoulders and overlay the road with asphalt concrete pavement. Local Road Funds
and State Rural Arterial Program funds are secured for this project.
Project Impetus
Pavement condition and ride quality have deteriorated on this well-traveled rural collector roadway. Widening the road
shoulder to a 4-foot paved width will provide for a safer driving experience and allow for the safer use of the shoulder by
non-motorized users. The project was very competitive within the northwest region of counties and was awarded State
Rural Arterial Trust Acccunt grant funds in the 2009-2011 biennium. .
Status
Engineering is planned for 2011 with construction taking place in 2012 and 2013.

LARRY SCOTT TRAIL: SEGMENT 4 CONSTRUCTION Capita/Project 2
Project Location and Setting
The project is located approximately 6 trail miles from its beginning in Port Townsend and continues for approximately
1.5 trail miles. It will extend the Larry Scott Trail (LST) from the crossing at South Discovery Road to the Four Corners
area.
Project Scope
Engineering and construction of the LST from S. Discovery Road to Four Corners, including a small trailhead. Funding
includes Washington Wildlife and Recreation Program funding and local funds.
Project Impetus
An extensive public review process documented the need for a public trail system in our county. The Larry Scott Trail is
part of a regional trail incorporated as a priority in the Jefferson County Non-Motorized and Recreational Trails Plan.
Status
Right-of-way acquisition is complete. Engineering and construction are expected in 2011.

RICK TOLLEFSON MEMORIAL TRAIL-PHASE 1 Capital Project 3
Project Location and Setting
The Bob Bates Recreational Fields are located next to the Sheriff's facility on Chimacum Road, about one-mile from
central Port Hadlock. This initial segment of the Rick Tollefson Trail will extend from the recreational fieids westward
through the Chimacum Valley to HJ Carroll Park, crossing Chimacum Creek along the way.
Project Scope
Engineering, right-of-way acquisition and construction of a multipurpose trail connecting Chimacum Road near the Bob
Bates Recreational Fields to HJ Carroll Park. The trail length for this first phase will be approximately 1/2 mile and
includes crossing Chimacum Creek. Phase 2 will connect HJ Carroll Park to the Chimacum School campus. Phase 3 will
extend the trail east to the Bob Bates Fields and north to central Port Hadlock.
Project Impetus
Both HJ Carroll Park and the Bob Bates Recreational Fields are well-used facilities in our county. People wanting to travel
between them and to points beyond, such as to schools and the center of Port Hadlock, are forced to use the roadways on
Chimacum Road and SR 19. A reiatively direct path for bicyclists and pedestrians connecting these amenities would
enable non-motorized travel that avoids the roadways. The overall goal of the project is to construct an attractive,
universally supported and well-used multi-use trail that is part of a non-motorized network connecting Port Hadlock with
the Tri-Area Community Center, Grange and Chimacum schools on SR 19 through HJ Carroll Park.
Status
Preliminary engineering is underway. The construction schedule depends upon right-of-way acquisition.

Project Location and Setting
This project is located between MP 3.62 and 4.00 on South Discovery Road adjacent to Discovery Bay.
Project Scope
The project is to construct a minor re-alignment 01 a portion 01 South Discovery Road to provide adequate setbacks lrom
the continuing natural bluff erosion at this location. Project includes engineering and right-ol-way acquisition. Local Roads
and State Rural Arterial Program lunds are secured lor this project.
Project Impetus
Winter storms in the past several years have caused erosion 01 this section 01 Discovery Bay bluff, threatening this
portion 01 South Discovery Road. The road needs to be moved landward to provide sufficient driving surface and to
increase safety.
Status
Minor repairs since the last storm damage have been completed. This phase 01 the overall project is scheduled lor
completion in 2013, due principally to delays in acquiring right 01 way.

Project Location and Setting
This project is located in Irondale on East Price Street, between 7th Avenue and 5th Avenue.
Project Scope
The project is to construct a minor realignment and upgrade 01 a portion 01 East Price Street to bring it up to existing
pavement and drainage standards. Project includes engineering and right-ol-way accuisition. Local Roads lunds are
proposed lor this project.
Project Impetus
East Price Street is the last through street in the Irondale area with a gravel surface. In addition, the road base matrix
and width are substandard and the road has localized drainage issues.
Status
Preliminary engineering is underway. Construction is anticipated in 2011.

OAK BAY ROAD CULVERT REPLACEMENTS: MP 9 Capita/Project 6
Project Location and Setting
Two culverts in need of replacement are located on Oak Bay Road at MP 8.947 and at MP 9.066. Both culverts are
located on small, unnamed drainages.
Project Scope
This project will consist of replacing or repairing the culverts to improve hydraulic performance and to eliminate ongoing
problems associated with failure of the existing culverts.
Project Impetus
The existing culverts are badly deteriorated and have been identified through the Jefferson County culvert priority rating
system as high priorities for replacement. .
Status
A site topographical survey and preliminary design for each site has been completed. Construction is anticipated in 2011.

QUIMPER TRANSPORTATION STUDY Capital Project 7
Project Location and Setting
The study area is the Quimper Peninsula north of State Route 104 and east of US 101. Concentration is on the Tri-Area.
Project Scope
Public Works and partners have studied current transportation conditions on the Quimper Peninsula and projecting future
conditions through a land use forecast and travel demand model. The objective of the study is to identify and prioritize
issues, and develop and analyze potential solutions and associated costs and benefits. Funding is Federal and local.
This work is in conjunction with a SR 19/20 corridor planning process undertaken by the Washington State Department of
Transportation (WSDOT).
Project Impetus
Building upon the City of Port Townsend's travel demand model, the County has developed a model that covers the
Quimper Peninsula in conjunction with urban growth area planning in the Port Hadlock area, an update of the
Transportation Element of the Comprehensive Plan in 2014 and a need to prioritize transportation improvements that will
solve current issues as well as prevent future ones. With the model's horizon year being 2031, the County will be able to
reasonably predict future traffic patterns and plan accordingly.
Status
Model development was initiated in 2007. The WSDOT SR 19/20 corridor study began in 2008. Minor funds are
programmed in 2011 for project close-out.

Project Location and Setting
The project is located on South Discovery Road between Douglas Way. at MP 2.65, and Cape George Road, at MP 3.64.
in the vicinity of the Discovery Bay Golf Course.
Project Scope
The project will improve safety by removal of roadside obstructions, widening and paving of road shoulders to four feet.

Project Impetus
This section of South Discovery Road is substandard in terms of width and pavement condition. There are also drainage
issues, deep ditches, and obstacles in the clear zone. all of which present safety hazards.
Status
This project has been awarded competitive Rural Arterial Program funding. The expenditure schedule established by the
granting agency shows project initiation in the 2013-2014 timeframe.

Project Location and Setting
The Queets Bridge spans the Queets River. It is located in West Jefferson County on Clearwater Road.
Project Scope
The project scope includes development of plans, specifications and engineering (PS&E); permitting; contract ad and
award; and construction.
Project Impetus
Queets Bridge is in need of repainting. The paint condition is such that the bridge is eligible for 100% Federal funding for
bridge repainting.
Status
An application was submitted to the Federal Highway Bridge program in April 2010. Decisions on grant awards will be
announced in November 2010.

Project Location and Setting
The asphalt overlay project is located between MP 4.3 and 6.8 on Center Road.
Project Scope
This project will consist of pavement grinding and pre-leveling, followed by a 2-inch asphalt overlay, gravel shoulder
dressing, new intersection pavement markings and new travel lane striping.
Project Impetus
Center Road is one of Jefferson County's most heavily used roadways. This project is one phase of the ongoing Center
Road pavement maintenance and improvement program. Phase 5 would be the next phase of asphalt overlay for Center
Road should additional funds be available through a Federal economic stimulus program or similar Federal source.
Status
This is a "ready to go" project that would be possible if additional Federal stimulus funds become available. Absent
Federal stimulus funding, it is unlikely that this $900,000 project is possible in the timeframe of this Transportation
Improvement Program through traditional funding sources.

Project Scope
"Sale Routes to School" project including pedestrian crosswalk improvements, sidewalk and separated pathway to
enhance connections with HJ Carroll Park and the Rick Tollelson Trail.
Project Impetus
The Jefferson County Traffic Salety Task Force - a coalition 01 partners including the Sheriffs Office, Public Works,
State Patrol, WSDOT Operations, County Library and the Chimacum School District - has identified this area as a good
candidate lor salety improvements lor pedestrians and bicyclists, and in particular, school children.
Status
Engineering is planned lor 2011 with construction in 2012. This project is dependent upon securing competitive "Sale
Routes to School" or similar grant program lunds to be matched with local lunds.

Project Location and Setting
This project is located at the head of Discovery Bay, where State Route 20 meets State Route 101. The proposed trail
would be constructed on the abandoned railroad grade located in the estuary adjacent to the roadways.
Project Scope
Construction of a multi-use path that would become a critical link of the Olympic Discovery Trail (ODT).
Project Impetus
Trail development is important at this time because final planning for estuary restoration is underway.
Status
Engineering will be initiated in 2011 with construction programmed for 2014. This project is subject to grant funding and
right-of-way acquisition from the Washington Department of Fish and Wildlife (llVDFW). .

Project Location and Setting
The Milo Curry Trailhead is located approximately 7.3 trail miles from Port Townsend, and approximately 0.2 mile from
the Four Corners intersection, within a rural setting. The Cape George Trailhead is located at 3.7 trail miles.
Project Scope
Engineering and construction of a fully developed trailhead near the intersection of Milo Curry Road and South Discovery
Road, to include parking, entry kiosk, furnishings, portable restroom, and landscaping. A fully-funded project would
include upgrades to the existing Cape George Trailhead, as well.
Project Impetus
The Larry Scott Trail is a priority in the Jefferson County Non-Motorized and Recreational Trails Plan.
Status
Right of way acquisition was completed in 2009. Engineering and construction are anticipated in 2013. This project is
dependent upon securing competitive Transportation Enhancement or similar grant program funds to be matched with
local funds.

UPPER HOH ROAD CULVERT LINING: MP 3.338 Capital Project 16
Project Location and Setting
This culvert is located at an unnamed stream at MP 3.338 on Upper Hoh Road in West Jefferson County. The unnamed
stream is a tributary to the Hoh River.
Project Scope
This project will consist of installing high-density polyethelyne (HDPE) slipliner in a metal culvert at Upper Hoh Road MP
3.338 to eliminate ongoing problems associated with failure of the existing culvert.
Project Impetus
The existing culvert is badly deteriorated and is causing ongoing settlement of the roadway. It has been identified
through the Jefferson County culvert priority rating system as a high priority for replacement. Replacement is estimated
at over $2 million. Repair is more affordable and realistic at this time.
Status
This project is in the planning phase. A site topographical survey and some preliminary construction cost estimates have
been completed. Completion of project requires securing Federal funds with partners in the Olympic National Park.

Project Scope
Replace a deteriorating steel culvert with a new fish-passable aluminum or concrete box culvert.
Project Impetus
The existing steel culvert is deteriorating and will eventually collapse. The culvert is also listed as a barrier to fish.
Status
This is an .out-year" project as local funding for this project may not necessarily be available. Funds would likely come
from State salmon recovery programs. Engineering is programmed to begin in 2015.

just west of Lower Adelma Beach Road and extends to the intersection with SR 20 and Four Corners Road.

The project will improve safety by removal of roadside obstructions, widening and paving of road shoulders to 4 feet,
restoration of the base material and resurfacing to improve ride quality. The project will also enhance pedestrian and
bicycle facilities as an extension of the Larry Scott Trail to Four Corners. Total cost estimate is $1.2 million.

This section of South Discovery Road is substandard in terms of width and pavement condition. There are also
drainage issues and obstacles in the clear zone, all of which present safety hazards. Non-motorized improvements
are warranted.

Project Location and Setting
The project location is Paradise Bay Road from milepost 1.53 to 2.96, extendin9 improvements from Teal Lake Road,
where the Paradise Bay Road-Phase 2 project concludes. Phase 3 will end just south of Tala Shore Drive.
Project Scope
The project is to construct 4-foot wide shoulders and overlay the road with asphalt concrete. Local Roads and State Rural
Arterial Pro9ram funds are planned for this project. Total cost estimate is $1.5 million.
Project Impetus
Pavement condition and ride quality have deteriorated on this well-traveled rural collector roadway. Widenin9 the road
shoulder to a 4-foot paved width will provide for a safer driving experience and allow for the safer use of the shoulder by
non-motorized users.
Status
Project initiation is anticipated in 2016 with funding dependent on successful application for Rural Arterial Program funds
from the State of Washington.

stormwater in cul-de-sacs. Projects can also arise as a result of winter weather. This programmatic budget allocation
allows for expenditure when needed during the planning period. Funding is local Road funds.
Project Impetus
Minor chronic drainage problems need to be addressed over time. Including this category in the TIP improves budget
planning for these types of projects.

Project Scope

for pedestrian and bicycle projects are planned for these improvements. Local funds are shown at this time.
Project Impetus
Facility needs for pedestrians and bicyclists are identified in the County's Non-Motorized Transportation and Recreational

NARRATIVE SUMMARY OF SIX ONGOING PROJECTS INVOLVING
EMERGENCY REPAIRS AND ASSOCIATED ENVIRONMENTAL MITIGATION
Below is a brief description of six ongoing "extraordinary expense" projects that are known
components of Jefferson County's road work program for the 2011-2016 six-year period.
E1. DOWANS CREEK ROAD RELOCATION - MP 0.84-1.47
Dowans Creek Road, a local access gravel road on the west end of Jefferson County, failed
at milepost 1.2 as a result of a January 2008 landslide. The project is to relocate a section of
the road to provide secure access to residences at the westerly end. Anticipated funding is
75% FEMA, 12.5% State Emergency Management, and 12.5% County Road Fund. Public
Works is currently working through environmental and right-of-way issues for this road
relocation project.
E2. QUINAUL T - SOUTH SHORE ROAD WASHOUT
A high water event washed out a portion of the Quinault-South Shore Road in January 2010.
Emergency repair in April 2010 included placement of armored rock toe and bank protection
on the Quinault River, and restoration of the roadway base and surfacing. Permanent
restoration involves mitigation per permit requirements of the Washington Department of Fish
& Wildlife (yVDFW).
E3. ALDER CREEK TRIBUTARY BRIDGE: MP 2.15
Alder Creek Tributary is a tributary to Alder Creek, which is a tributary to the Hoh River. This
project will consist of replacing the culvert at Alder Creek Tributary with a concrete box culvert
or girder bridge. This project is mitigation for emergency repairs completed at milepost 7.7 to
7.8 of the Upper Hoh Road. Funding is 86.5% from the Federal Highway Administration,
combined with State and local funds.
E4. DISMAL CREEK CULVERT REPLACEMENT: MP 9.19
The project is located at MP 9.19 on Upper Hoh Road in West Jefferson County. The existing
culvert will be replaced with a 22-ft. span by 30-ft. long concrete box culvert. This project is
required mitigation for riprap placed in the Hoh River during emergency road repairs at Upper
Hoh Road milepost 4.0. Funding is 86.5% from the Federal Highway Administration, matched
at 13.5% by the County Road Fund.
E5. SPRUCE CREEK CULVERT REPLACEMENT: MP 9.71
Spruce Creek Culvert is located at MP 9.71 on Upper Hoh Road in West Jefferson County.
This site has had repeated damage during flood events due to insufficient culvert capacity and
the large volumes of water and bed material that are transported in this tributary of the Hoh
River. This project will consist of replacing the two culverts at Spruce Creek. The County has
successfully acquired 86.5% emergency relief funding through the Federal Highway
Administration.
EG. WILLOUGHBY CREEK BRIDGE REPAIR: MP 3.50
Willoughby Creek Bridge is located at MP 3.50 on Upper Hoh Road in West Jefferson County.
The bridge is located approximately 500 ft. upstream from the Hoh River. As a result of
flooding in January 2009, Willoughby Creek Bridge sustained damage to the west bridge
approach and abutment protection, and to a section of upstream bank protection. This project
will consist of repairing these damaged elements. This project is funded at 86.5% by the
Federal Highway Administration.

DOWANS CREEK ROAD RELOCATION Emergency Project E1
Project Location and Setting
Dowans Creek Road is a gravel, local access road on the west end 01 Jefferson County. The project location is between
MP 0.84 and MP 1.47.
Project Scope
It is necessary to relocate at least 3/4 of a mile of Dowans Creek Road in order to provide secure access to residences at
the westerly end 01 the road. The new road will be gravel surfaced, and will be 14-16 ft. wide with turnouts. It is
anticipated that lunding will be 75% FEMA, 12.5% State, and 12.5% Local.
Project Impetus
In January 2008 a landslide occurred at milepost 1.2, causing a complete road lailure, and cutting off access to
residences lor approximately one week. Public Works responded immediately by constructing a temporary detour around
the slide, and then began a process to develop plans and obtain environmental permits and right-ol-way lor permanent
road relocation away lrom the slide area.
Status
Public Works is currently working through environmental and right-ol-way issues lor the road relocation project. Due to
unresolved permitting issues, it is anticipated that road relocation will not occur until 2011 or later. Public Works is
monitoring and maintaining the temporary detour to provide access to residences until permanent road relocation is
completed.

This project is located on the Quinault South Shore Road between MP 1.14 and MP 1.28 adjacent to the Quinault River.
Project Scope
The emergency repair in April 2010 consisted of placement of 370 ft. armored rock toe and bank protection, and
restoration of the roadway base and surfacing. Permanent restoration involves mitigation for emergency bank protection
per Washington Department of Fish & Wildlife 0/VDFW) Integrated Stream Bank Protection Guidelines andlor as required
by emergency Hydraulics Project Approval (HPA) BenefiUCost Betterment. The proposal to re-align the roadway away
from the channel migration zone wili be evaluated for Federal Highway Administration approval.
Project Impetus
A high water event washed out a portion of the Quinault - South Shore Road in January 2010.
Project Status
The emergency repair portion of the construction work is completed and is in the process of being closed out. The
design for the permanent restoration-mitigation for the emergency repair work is in the scoping phase.

emergency road repairs at Upper Hoh Road MP 7.7 to MP 7.8. Jefferson County and WDFW have agreed that this
mitigation will be satisfied by replacing the culvert at Upper Hoh Road MP 2.15 with a WDFW-approved fish passable
structure.
Status
Jefferson County is currently in the preliminary engineering phase at this project. Construction is planned tor 2012.
Funding is principally Federal Highway Administration (FHWA). leveraged with State and County Road tunds.

. BRIDGE CONDITION REPORT
Jefferson County has 28 bridges on its Bridge Inventory. Each bridge is inspected
every two years by a State Certified Bridge Inspector in accordance with the
National Bridge Inspection Standards. During these inspections, various bridge
conditions are evaluated, such as: erosion around the bridge foundation, cracks
at stress points, and cracks along the road surface at the bridge ends.

Bridge Condition Report 2009
In accordance with WAC 136-20-020, and the National Bridge Inspection Standards, the routine biennial
bridge inspection for all county bridges was conducted in 2009. The findings of the bridge inspection effort
are hereby furnished to the county legislative authority per WAC 136-20-060.
Structurally, all ofthe county's bridges are in good condition with no major deficiencies and require only
routine maintenance, with the exception of a repair project that is currently in the engineering phase for
Willoughby Creek Bridge on Upper Hoh Road, and the monitoring of a potential scour condition at Tower
Creek Bridge, also on Upper Hoh Road.
Willoughby Creek Bridge sustained erosion damage during the January, 2009 flood event. The stream bank
armoring underneath the bridge was washed out, causing erosion of the slope, and threatening to undermine
the approach roadway. In addition, bank armoring upstream of the bridge was damaged. Repairs will likely
include construction of a sheet pile wall, and reconstruction of the bank armoring underneath and upstream of
the bridge. This project is funded at 86.5% by the Federal Highway Administration Emergency Relief
program.
Tower Creek Bridge is being monitored for potential scour problems associated with down-cutting of the
streambed. The Tower Creek streambed is becoming progressively deeper and wider in the vicinity ofthe
bridge as a result of migration of the Hoh River, and repetitive high-flow events. In 2009, Public Works
applied for, and was denied, Federal Highway Administration Emergency Relieffunds to stabilize the Hoh
River stream bank as an attempt to protect the Tower Creek Bridge and Upper Hoh Road. Due to lack of
funding, there are no plans for preventative measures at this time.
As stated in previous reports, Linger Longer Bridge is functionally deficient because it creates a restriction to
the flow of the Big Quilcene River. This situation has the potential to threaten the integrity of the structure by
scouring at the abutments, and is being monitored. The Linger Longer Feasibility Study indicated, among its'
findings, that a longer bridge is necessary. Public Works continues to investigate various solutions to the
threat, and funding alternatives.

Statement of Issue:
Conduct a public hearing for the purpose of receiving public testimony concerning
adoption of the 2011-2016 Jefferson County Six-Year Transportation Improvement
Program (6-yr TIP).
Analysis / Strategic Goals / Pros & Cons:
RCW 36.81.121 requires the annual adoption of a six-year transportation improvement
program after holding a public hearing. The purpose of the law is to "assure that
each county shall perpetually have available advanced plans looking to the future for
not less than six years as a guide in carrying out a coordinated transportation
program" (RCW 36.81.121(1)).
Fiscal Impact / Cost-Benefit Analysis:
The actual impact depends on how many projects are completed and the amount of
proposed grant funding that is received. The total cost of the projects listed on the
2011-2016 Six-Year Transportation Improvement Program is $20,151,000, including
ongoing emergency repairs and associated mitigation. Fourteen percent of the
revenue for the projects is anticipated from local Road Funds. The remaining 86% is
anticipated from State and Federal sources.
Recommendation:
Approve by Resolution the proposed Six-Year Transportation Improvement Program.
Return a signed copy of the Resolution to Public Works for further processing.
