To: Agenda Date: October 25, 2010 Subject: Contract for Closed Landfill and Septage Lagoon Groundwater Quality Analysis Statement of Issue: Per Washington Administrative Code 173.304, Public Works is required to submit quarterly and annual reports on Closed Landfill and Septage Lagoon groundwater quality to Jefferson County Public Health. These reports must include the analysis and recommendation of a WA State licensed hydrogeologist. Analysis/Strategic Goals/Pro's & Con's: Public Works conducted a consultant selection process for Post. Closure Septage Lagoon and Landfill Groundwater Analysis per the applicable sections of the Local Agency Guidelines Manual. Four potential consultants were chosen from the twenty three firms who's Statements of Qualifications are listed in the Water Quality Monitoring section of the 2010 Professional Services Roster and phone interviews were conducted with these four firms. Two firms were found to be equally capable to conduct the scope of work as described to them. Only one firm utilizes the same statistical software currently used by the County to produce trend analysis of qualitative and quantitative data assembled in the quarterly and annual reports submitted to Public Health and reviewed by the Department of Ecology. Because the current software functions well and creates trend analysis that the permitting agencies are both familiar and content with and because adapting to new software would increase monitoring costs with no appreciable benefit, Public Works would prefer to contract for services with the consultant using the current software. Fiscal Impact/Cost Benefit Analysis: The negotiated fee schedule is budgeted for 2011. Additionally, revisions to monitoring requirements negotiated with the Department of Ecology in 2010 will yield cost reductions of between $11,500 and $13,400 per annum.
