Memorial Field Staging Area Easement
Statement of Issue:
The City of Port Townsend plans to do construction work on Madison Street in the
Downtown Historic District in front of Memorial Field. The purpose of this work is to
remove barriers in order to make pedestrian walkways more accessible to the public.
The City of Port Townsend needs space for a staging area for this work, and such
space is available at Memorial Field. This use will not interfere with any of the multiple
uses of Memorial Field including sports.
Analysis/Strategic Goals/Pro's & Con's:
Fiscal Impact/Cost Benefit Analysis:
This is a temporary measure while the City completes work on Madison Street. The City
has pledged to pay a fee for the easement of $1000 per month, generating an additional
$8000 of revenue for Memorial Field. The use of the space by the City will not detract
from other Memorial Field uses.
The City will protect the area with chain link fence, and will place a temporary pad upon
the field. When the City is finished with the staging area it will remove the fence, the
temporary pad, and restore the staging area to it's original condition.
Recommendation:
Sign the attached temporary utility easement and forward it to the City of Port
Townsend.
