To the Jefferson County Board of Commissioners, I am writing to formally request your immediate intervention regarding a trespass notice issued against me at the Jefferson County Fairgrounds on July 31st 2025. On August 5th 2025 I submitted a timely request for a hearing to contest the trespass. That request was acknowledged by the City Clerk of Port Townsend, who stated it would be forwarded to the City Attorney since the jurisdiction was undetermined. Since then, I have been told that the City Manager would conduct a “review call,” but I have just learned that this raises two serious problems: 1. Jurisdiction: The Jefferson County Fairgrounds are county property, managed by the Jefferson County Fair Association. The City of Port Townsend has no jurisdiction over this property. I therefore request confirmation of the appropriate governing body to hear my case. 2. Due Process: More than one month has passed since the incident. I have received no proper hearing, despite exercising my right to appeal in a timely manner. The U.S. and Washington State Constitutions, as well as Title II of the Americans with Disabilities Act (ADA), require that I be afforded a meaningful, prompt, and impartial hearing. A delayed phone call with the City Manager does not satisfy this requirement, nor does it allow me to present my video evidence. Because the Fairgrounds are county property, I respectfully request that the Board of Commissioners immediately ensure: That my request for a hearing is formally recognized by the correct authority (Jefferson County or the Jefferson County Fair Association), and That a proper in-person hearing is scheduled without further delay, where I may present evidence and assert my rights under the law. The continued failure to provide timely process constitutes a denial of my due process rights and a violation of the ADA’s guarantee of equal access to public services. Please confirm receipt of this request and advise promptly of the next steps to ensure compliance with due process and ADA protections. Thank you for your immediate attention.
