In this edition, Outreach Coordinator Natalia Duran reports on some JCIRA's activities over this summer. In preparation for the school year, we report on back to school protections for students from immigrant families, and give some advice on what to do if you see ICE activity. Here are jus a few of the programs and collaborations through which we are making a difference. * In the last three months, there have been 37 applicants for JCIRA’s Family and Legal Support Fund. * This summer, JCIRA has facilitated legal support for ten people, with support from our local Accredited Representative Bev Shelton, including helping a child from Forks. * In collaboration with the Northwest Maritime Center, the Marine Science Center, Northwind Art, the local YMCA, and the Benji Project, JCIRA provided scholarships enabling many children from immigrant families to attend summer camp this year. * Natalia reached out to a Spanish-speaking therapist in Sequim, Dalis Lisbet La Grotta, to continue JCIRA’s focus on mental health services. Dalis wants to support JCIRA by lowering the cost of therapy for the immigrant community. <https://mcusercontent.com/e6a5ce9c533fce19d6336ca83/images/5a54a9b7-10c3-9d10-926f-b538cb6d2eb4.jpeg> Finally, JCIRA would like to thank Nourishing Beloved Community for sharing resources and collaboration to create access to food. Twenty families have participated in the Nourishing Beloved Community food bag project. JCIRA is seeking volunteers to continue this effort. Back to School Protections for Immigrant Students in Washington's K-12 Schools Submitted by Mea Moore (Legislation and Policy Tracking team member) With the new school year comes rumors and fear. Many families and educators are concerned about what ICE can do when it comes to schools. Washington State School Superintendent Chris Reykdal has published clear guidelines <https://jcira.us12.list-manage.com/track/click?u=e6a5ce9c533fce19d6336ca83&id=bb568b3f36&e=e9fe4694e3> to help schools and families understand and know their rights as it pertains to school aged children. Here are key points for families. By federal law, the U.S. Supreme Court ruled (1982) that undocumented children and young adults have the same right to attend public primary and secondary schools as do U.S. citizens and permanent residents. As a result of the ruling, public schools may not: * Deny admission to a student during initial enrollment or at any other time on the basis of undocumented status. * Treat a student differently to determine residency. * Engage in any practices to slow down the right of access to school. * Require students or parents to disclose or document their immigration status. * Make inquiries of students or parents that may expose their undocumented status. * Require social security numbers from students/parents, as this may expose undocumented status. In Washington, state law prohibits discrimination on the basis of citizenship or immigration status. Public schools must not initiate engagement with federal immigration authorities for the purpose of sharing student information. School personnel should be aware that they have no legal obligation to enforce U.S. immigration laws. If ICE shows up on school campuses: If anyone attempts to engage in immigration enforcement on or near school grounds, school staff must immediately alert and direct the person to the school principal or authorized designee. Before a Washington public school complies with a legal order such as a warrant, judicial order, or subpoena, it must make reasonable efforts to inform the student and/or parents well enough in advance to allow them time to seek a protective order. How to protect your children: It is important that families update their emergency contact information and guardianship paperwork at school. Parents should ensure emergency contact cards are up to date with trusted family members or friends who can pick up and care for their children if they are detained. Parents should also complete a guardianship form, which legally establishes a temporary guardian for their child. The information on this form should match the emergency contact information at school. This form must be notarized but does not need to be prepared by a lawyer. How to Report ICE Activity Do you know what to do if you see ICE or Border Patrol agents in your neighborhood or around town? Call our emergency number at 360-531-2958 and report all the details—what is going on, where, and when. Our Rapid Response Team stands ready to help; the next rapid response training is August 27 at the Multicultural Center. Women’s Justice Circle Wins at the Jefferson County Fair Members of the Women’s Justice Center and their children submitted many entries to the Jefferson County Fair. I mostly preferred history based on human rights because this was a topic I really cared about. I saw persecution based on race as something that was far away in those documentaries, in those cities, in those times in history. Recently, what should have been a regular shopping day with family became a confrontation of our new reality. The news of people being arrested based on racial profiling is getting closer and closer. Last week as we were at the store, I was walking towards my daughter who was a couple aisles ahead of me. There was a man who looked like a police officer with an authoritarian walk, no uniform, walking at the same pace as me in the same aisle and in the same direction. We constantly looked at each other, no smiles, like we knew what each other was thinking. Next, I heard the sound of Velcro and saw him reach into his pocket. My stomach contracted, my legs felt loose, my heart raced thinking he was reaching into his pants pocket for his police badge and was about to show it to me. In my head I was going through all I have practiced; “why are you stopping me?” “can I leave?” “do you have a warrant?” and “I will exercise my 5th amendment right to remain silent.” But nothing happened. He continued checking around. Then, my daughter came out from the aisle and said, “mom, I found what I needed.” Inside of me I was shaking. I held her hand and said, “let’s go pay.” I walked as fast as one can walk pretending nothing was happening. The same man walked behind us towards the exit door, passed us, and stood there as if he was waiting for us. Meanwhile, I, like a brown bear taking care of her cubs, made sure my sister, niece and daughter were together, and told them “Let’s go, let’s go.” As we passed this man, I continued practicing my response, preparing for him to stop us. But all that he said was, “buenas noches.” I don’t remember my exact reaction. I remember, however, that the time it took to cross the parking lot seemed infinite. I was holding my breath until I got in my car and pushed the lock. My sister stared at me and asked, “are you ok?” I answered, “I thought he was an immigration police officer.” An instant can change your life. However, some people in power think they can change immigrant’s lives and do it without dignity. Our dreams are important regardless of the color of our skin. Meanwhile, I am here, writing this story, sitting on a beach where some people think I don't belong, telling you about last weekend and my day at the store. Get Involved! Language Classes at the Multicultural Center English as a Second Language (ESL) class with Sue starts up again on September 10. The class meets on Wednesdays from 6:30-8:30 pm. No class on September 24. Francisca’s beginning Spanish class continues on Mondays from 6:45-8:15 to the end of September. Katie’s Intermediate Spanish continues Wednesday mornings at 11:00. Prefería sobre todo la historia basada en los derechos humanos, porque era un tema que me interesaba mucho. Veía la persecución por motivos raciales como algo lejano, propio de esos documentales, de esas ciudades, de esos momentos de la historia. Recientemente, lo que debería haber sido un día normal de compras con la familia se convirtió en un enfrentamiento con nuestra nueva realidad. Las noticias sobre personas detenidas por su apariencia racial son cada vez más frecuentes. La semana pasada, mientras estábamos en la tienda, caminaba hacia mi hija, que estaba un par de pasillos más adelante. Había un hombre que parecía un policía, con un andar autoritario, sin uniforme, que caminaba al mismo ritmo que yo por el mismo pasillo y en la misma dirección. Nos mirábamos constantemente, sin sonreír, como si supiéramos lo que pensaba el otro. De repente, oí el sonido del velcro y le vi meter la mano en el bolsillo. Se me hizo un nudo en el estómago, sentí que las piernas me temblaban y el corazón se me aceleró pensando que estaba buscando su placa de policía en el bolsillo del pantalón y que estaba a punto de enseñármela. En mi cabeza repasaba todo lo que había ensayado: «¿Por qué me detiene?», «¿Puedo marcharme?», «¿Tiene una orden judicial?» y «Me acogeré a mi derecho a permanecer en silencio». Pero no pasó nada. Siguió mirando a su alrededor. Entonces, mi hija salió del pasillo y dijo: «Mamá, he encontrado lo que necesitaba». Por dentro estaba temblando. Le cogí de la mano y le dije: «Vamos a pagar». Caminé tan rápido como pude, fingiendo que no pasaba nada. El mismo hombre caminaba detrás de nosotros hacia la puerta de salida, nos adelantó y se quedó allí como si nos estuviera esperando. Mientras tanto, yo, como una osa marrón cuidando de sus cachorros, me aseguré de que mi hermana, mi sobrina y mi hija estuvieran juntas, y les dije: «Vamos, vamos». Al pasar junto a este hombre, seguí ensayando mi respuesta, preparándome para que nos detuviera. Pero lo único que dijo fue: «Buenas noches». No recuerdo mi reacción exacta. Sin embargo, recuerdo que el tiempo que tardamos en cruzar el aparcamiento me pareció infinito. Contuve la respiración hasta que entré en el coche y cerré la puerta. Mi hermana me miró fijamente y me preguntó: «¿Estás bien?». Le respondí: «Creí que era un policía de inmigración». Un instante puede cambiar tu vida. Sin embargo, algunas personas en el poder creen que pueden cambiar la vida de los inmigrantes y lo hacen sin dignidad. Nuestros sueños son importantes, independientemente del color de nuestra piel.
