Request for Proposals for transit-oriented development guidance
Proposals are due Sept. 30
The Washington State Department of Commerce is seeking proposals from qualified firms interested in preparing guidance documents for developing effective transit-oriented development
(TOD) station areas, consistent with recently enacted TOD legislation <https://links-2.govdelivery.com/CL0/https:%2F%2Fapp.leg.wa.gov%2FBillSummary%2F%3FBillNumber=1491%26Year=2025%26Initiative=fals
e/1/01010198ec9581a3-a013615f-05f0-408e-b5ce-e4c8db6c122b-000000/qpsPPc3k8Pl8zFlZS97dViwyeHd1cJkjBRjUFdgT8b0=420> . This work will include, but it not limited to providing:
* a guidebook for developing TOD areas
* a model ordinance and templates for implementation of TOD
* providing a quick guide for the public and local policymakers
* videos, case studies, factsheets and other tools to support TOD implementation
Funding for this project will not exceed $350,000. Funding will be made available in separate fiscal years, with $75,000 available from Nov. 3, 2025, to June 30, 2026, and $275,000 from
July 1, 2026 to June 30, 2027. Commerce intends to award one contract for this solicitation.
